In the 1920s and 1930s, American political organizations strong enough to mount state-wide campaigns, and often capable of electing governors and members of Congress, emerged not only in Minnesota but in Wisconsin and Washington, in Oklahoma and Idaho, and in several other states. Richard M. Valelly treats in detail the political economy of the Minnesota Farmer-Labor Party (1918-1944), the most successful radical, state-level party in American history. With the aid of numerous interviews of surviving organizers and participants in the party's existence, Valelly recreates the party's rise to power and subsequent decline, seeking answers to some broad, developmental questions. Why did this type of politics arise, and why did it collapse when it did? What does the party's history tell us about national political change? The answers lie, Valelly argues, in America's transition from the political economy of the 1920s to the New Deal. Combining case study and comparative state politics, he reexamines America's political economy prior to the New Deal and the scope and ironies of the New Deal's reorganization of American politics. The results compellingly support his argument that the federal government's increasing intervention in the economy profoundly transformed state politics. The interplay between national economy policy-making and federalism eventually reshaped the dynamics of interest-group politics and closed off the future of "state-level radicalism." The strength of this argument is highlighted by Valelly's cross-national comparison with Canadian politics. In vivid contrast to the fate of American movements, "province level radicalism" thrived in the Canadian political environment. In the course of analyzing one of the "supressed alternatives" of American politics, Valelly illuminates the influence of the national political economy on American political development. Radicalism in the States will interest students of economic protest, of national policy-making, of interest-group politics and party politics.

Book excerpt: On May 15, 1919 workers from across Winnipeg, ranging from metal workers to telephone operators, united to spark the largest worker revolt in Canadian history. Even the Winnipeg police voted to join the strike, although they remained on duty at the request of the strike committee in order to prevent martial law. Approximately 30,000 workers walked off the job over the next six weeks, and the city was overtaken by lively demonstrations and marches in what the media, the city's leaders, and the federal government called a "Bolshevik uprising." The clash ended violently when RCMP on horseback charged and shot into a crowd of striking workers resulting in deaths, beatings, and arrests. The strike was called off and workers returned to their jobs without having earned the rights to higher wages and collective bargaining. Following the strike, union leaders published this account of the events leading up to and during the strike. Their volume is the most significant primary source describing the workers' experience of the strike. This book offers the full document in its original format along with an introduction to the 1974 edition by labour historian and activist Norman Penner. His essay has had a major impact on later research. This volume also includes a new introduction by historian Christo Aivalis discussing how the lessons learned in 1919 remain relevant today. Also included in this book are the key documentary photographs of strike events, including a minute-by-minute sequence showing the final RCMP fatal assault on the strikers.

Book excerpt: Since the mid-nineteenth century, public officials, reformers, journalists, and other elites have referred to “the labour question.” The labour question was rooted in the system of wage labour that spread throughout much of Europe and its colonies and produced contending classes as industrialization unfolded. Answers to the Labour Question explores how the liberal state responded to workers’ demands that employers recognize trade unions as their legitimate representatives in their struggle for compensation and control over the workplace. Gary Mucciaroni examines five Anglophone nations – Australia, Canada, Great Britain, New Zealand, and the United States – whose differences are often overlooked in the literature on political economy, which lumps them together as liberal, “market-led” economies. Despite their many shared characteristics and common historical origins, these nations’ responses to the labour question diverged dramatically. Mucciaroni identifies the factors that explain why these nations developed such different industrial relations regimes and how the paths each nation took to the adoption of its regime reflected a different logic of institutional change. Drawing on newspaper accounts, parliamentary debates, and personal memoirs, among other sources, Answers to the Labour Question aims to understand the variety of state responses to industrial unrest and institutional change beyond the domain of industrial relations.
