Book excerpt: The American public's fear of becoming a victim of terrorism significantly increased after 9/11 and remained elevated much longer than one might expect. This thesis explains how and why Americans' perception of the terrorist threat bears little relation to the dangers Americans actually face. Several factors influenced that shift. First, the news media landscape changed dramatically due to structural factors such as increased competition for audience share among traditional news sources, cable news networks, and the Internet. Second, the Internet allowed terrorist organizations, especially Al Qaeda and its affiliates, to propagate threats and messages directly to the public. Third, popular culture, especially film and television drama, affected Americans' stereotypical understanding of terrorism. Finally, politicians and members of the terrorism industry were incentivized after 9/11 to inflate concerns about the terrorism threat. These factors coalesced, reacting with innate human sociological and psychological characteristics, to create a prolonged collective psychosis. This thesis finds that future policies and research focusing on risk communication, counterterrorism economics, and intelligence transparency may be essential to breaking this collective psychosis cycle. One of the most effective ways to do this is through public-private partnerships. To link the lessons of the National Academies study on "Government-Industry Partnerships" to this critical national interest, the Academy organized a conference to bring the lessons of its analysis to bear on the war on terror. By encouraging policy attention to examples of effective public-private partnerships (in particular, the need for clear goals and regular assessments), this report contributes to a better understanding of the potential partnerships to bring new security-enhancing technologies and equipment to the market in a cost-effective and timely manner.

Book excerpt: The electric power delivery system that carries electricity from large central generators to customers could be severely damaged by a small number of well-informed attackers. The system is inherently vulnerable because transmission lines may span hundreds of miles, and many key facilities are unguarded. This vulnerability is exacerbated by the fact that the power grid, most of which was originally designed to meet the needs of individual vertically integrated utilities, is being used to move power between regions to support the needs of competitive markets for power generation. Primarily because of ambiguities introduced as a result of recent restricting the of the industry and cost pressures from consumers and regulators, investment to strengthen and upgrade the grid has lagged, with the result that many parts of the bulk high-voltage system are heavily stressed. Electric systems are not designed to withstand or quickly recover from damage inflicted simultaneously on multiple components. Such an attack could be carried out by knowledgeable attackers with little risk of detection or interdiction. Further well-planned and coordinated attacks by terrorists could leave the electric power system in a large region of the country at least partially disabled for a very long time. Although there are many examples of terrorist and military attacks on power systems elsewhere in the world, at the time of this study international terrorists have shown limited interest in attacking the U.S. power grid. However, that should not be a basis for complacency. Because all parts of the economy, as well as human health and welfare, depend on electricity, the results could be devastating. Terrorism and the Electric Power Delivery System focuses on measures that could make the power delivery system less vulnerable to attacks, restore power faster after an attack, and make critical services less vulnerable while the delivery of conventional electric power has been disrupted.

In India for instance the potentially rich tourism industry of Kashmir is very badly hit by the terrorism industry. Terrorism once a companion of history is now an inevitable part of economics too, both in theory and practice. This paper, while making an attempt to understand the concept of terrorism, also tries to examine the economic implications of terrorism. We plea for establishing a just economic order that can make even the guns silent. Social integration along with economic development with a strong and functional democratic set-up is needed to combat terrorism. Therefore, we must be prepared to re-engineer the existing economic theories, models and plans.
