Book excerpt: It is estimated that the proceeds of crime, corruption and tax evasion represent between $1 trillion and $1.6 trillion per year, with half coming from developing countries. Proceeds are typically transferred abroad and hidden in foreign jurisdictions, thus requiring international cooperation. Various international conventions and agreements require international cooperation on this issue, in particular the United Nations Convention against Corruption; however, only $5 billion in stolen assets have been repatriated over the last 15 years. This enormous gap reveals that significant barriers continue to impede asset recovery despite the commitments taken by governments, civil society and the private sector. Drawing on the experience of practitioners with hands-on experience, the Stolen Asset Recovery (StAR) Initiative launched this study to identify the barriers to stolen asset recovery internationally, provide brief analysis of the impact of these barriers, and propose recommendations for overcoming these obstacles. This volume is intended to guide policy makers in their efforts to ensure necessary resources and the development of a plan, policy or strategy aimed at eradicating the barriers to asset recovery. In addition, this study proposes actions to be taken by the G20, international organizations, financial institutions, developmental agencies and civil society.

Book excerpt: The Work Programme will be implemented nationwide from June 2011, and will replace the range of existing programmes to help benefit claimants find jobs. It will be delivered on a regional basis by a framework of prime contractors, the majority of which will come from the private sector. These prime contractors will be paid by the Government based on their results in achieving sustainable employment for jobseekers. Prime contractors are expected to subcontract service provision to specialist local organisations, including voluntary sector providers. There is a risk that, even under the payment-by-results model, Work Programme providers might focus on the clients they assess as being easier to help. The Committee recommends that the Government keeps the payment model under review and assesses the outcomes for all participants. The Work Programme creates a significant financial challenge for prime contractors. This might lead to some clients receiving lower quality support and to significant costs to the Government in responding to service failures. The Government should put contingency arrangements in place to ensure the continuity of provision for clients. The Department for Work and Pensions (DWP) should remind prime contractors that a key aspect of their role is to bear financial risk, rather than passing it on to subcontractors disproportionately. Contracting arrangements need to ensure that subcontractors are fairly managed and that prime contractors are able to hold subcontractors to account for poor performance. The DWP must establish robust and independent arbitration and sanctioning arrangements.

In addition, their residential environments may be vandalized and poorly maintained. A variety of initiatives going back to the 1970s have been employed to improve conditions on such estates, partly in the hope that the quality of community life will be improved and that crime levels may be reduced. Prominent amongst these is the Priority Estates Project (PEP), sponsored by the Department of the Environment. The research reported here forms part of a joint project with that Department to assess the impact of the Priority Estates Project on housing service delivery, crime and community life. This report focuses on the effect which PEP may have on levels of crime and on community relations. The findings are both rich and complex.

It brings together all currently available information including statistical information of specified aspects - for example, condition of high-rise and system built dwellings. Conclusions drawn from the study show disrepair is now the major problem for the ageing UK dwelling stock; that an existing backlog of essential work is not being met and that the comparatively new stock in the public sector faces particular problems in view of the lack of sufficient maintenance work over the last decade and the large number of system built and high-rise properties in public ownership.
