The Southeast Asia Treaty Organization (SEATO) has received meagre scholarly attention in comparison to other key events and global developments during the duration of the Cold War, due to its perceived failure early in its existence. However, there has been a renewed interest in the academic study of the organization. Some scholars have argued that SEATO was not an outright failure. New literatures have also shed in detail the workings of SEATO, such as operational-level contingency plans and counter-insurgency plans. This book aims to reconstruct a comprehensive life cycle of SEATO using declassified archival documents which were unavailable to scholars studying the organization from the 1950s through the 1980s and provide a nuanced assessment of it. In addition, in recent years, there is also an emerging interest in the possibility of a multilateral military alliance in Asia, for instance the Quadrilateral Security Dialogue morphing into an "Asian NATO". As such, it is therefore crucial to study how previous multilateral alliances in the context of Asia were formed, how they functioned, and subsequently dissolved. A groundbreaking reference on a key element of the United States’ Cold War strategy in Asia, which will be a valuable resource to scholars of twentieth century diplomatic history.

However, it too has benefited and continued to grow in the wake of the large-scale release by many Western governments of their remaining official material from that era into the public domain.

Book excerpt: Australia's engagement with Asia from 1944 until the late 1960s was based on a sense of responsibility to the United Kingdom and its Southeast Asian colonies as they navigated a turbulent independence into the British Commonwealth. The circumstances of the early Cold War decades also provided for a mutual sense of solidarity with the non-communist states of East Asia, with which Australia mostly enjoyed close relationships. From 1967 into the early 1970s, however, Commonwealth Responsibility and Cold War Solidarity demonstrates that the framework for this deep Australian engagement with its region was progressively eroded by a series of compounding, external factors: the 1967 formation of ASEAN and its consolidation by the mid-1970s as the premier regional organisation surpassing the Asian and Pacific Council (ASPAC); Britain's withdrawal from East of Suez; Washington's de-escalation and gradual withdrawal from Vietnam after March 1968; the 1969 Nixon doctrine that America's Asia-Pacific allies must take up more of the burden of providing for their own security; and US rapprochement with China in 1972. The book shows that these profound changes marked the start of Australia's political distancing from the region during the 1970s despite the intentions, efforts and policies of governments from Whitlam onwards to foster deeper engagement. By 1974, Australia had been pushed to the margins of the region, with its engagement premised on a broadening but shallower transactional basis.

Ultimately, the American experience in Laos foreshadowed many of the mistakes made by the United States in Vietnam in the 1960s. In Before the Quagmire: American Intervention in Laos, 1954–1961, William J. Rust delves into key policy decisions made in Washington and their implementation in Laos, which became first steps on the path to the wider war in Southeast Asia. Drawing on previously untapped archival sources, Before the Quagmire documents how ineffective and sometimes self-defeating assistance to Laotian anticommunist elites reflected fundamental misunderstandings about the country's politics, history, and culture. The American goal of preventing a communist takeover in Laos was further hindered by divisions among Western allies and U.S. officials themselves, who at one point provided aid to both the Royal Lao Government and to a Laotian general who plotted to overthrow it. Before the Quagmire is a vivid analysis of a critical period of cold war history, filling a gap in our understanding of U.S. policy toward Southeast Asia and America's entry into the Vietnam War.
