An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system.

A fascinating account of the rise, decline, and rebirth of railroads in the United States, John F. Stover's American Railroads traces their history from the first lines that helped eastern seaports capture western markets to today's newly revitalized industry. Stover describes the growth of the railroads' monopoly, with the consequent need for state and federal regulations; relates the vital part played by the railroads during the Civil War and the two World Wars; and charts the railroads' decline due to the advent of air travel and trucking during the 1950s. In two new chapters, Stover recounts the remarkable recovery of the railroads, along with other pivotal events of the industry's recent history. During the 1960s declining passenger traffic and excessive federal regulation led to the federally-financed creation of Amtrak to revive passenger service and Conrail to provide freight service on bankrupt northeastern railroads. The real savior for the railroads, though, proved to be the Staggers Rail Act of 1980, which brought prosperity to rail freight carriers by substantially deregulating the industry. By 1995, renewed railroad freight traffic had reached nearly twice its former peak in 1944. Tens of thousands of Mexicans worked for the railroads in the United States, especially in the Southwest and Midwest. Construction crews soon became railroad workers proper, along with maintenance crews later. Extensive Mexican American settlements appeared throughout the lower and upper Midwest as the result of the railroad. The substantial Mexican American populations in these regions today are largely attributable to 19th- and 20th-century railroad work. Only agricultural work surpassed railroad work in terms of employment of Mexicans. The full history of Mexican American railroad labor and settlement in the United States had not been told, however, until Jeffrey Marcos Garcílazo's groundbreaking research in Traqueros. Garcílazo mined numerous archives and other sources to provide the first and only comprehensive history of Mexican railroad workers across the United States, with particular attention to the Midwest. He first explores the origins and process of Mexican labor recruitment and immigration and then describes the areas of work performed. He reconstructs the workers' daily lives and explores not only what the workers did on the job but also what they did at home and how they accommodated and/or resisted Americanization. Boxcar communities, strike organizations, and "traquero culture" finally receive historical acknowledgment. Integral to his study is the importance of family settlement in shaping working class communities and consciousness throughout the Midwest.

Freight rail-road rights of way are owned by private, for-profit corporations, and the routes potentially most useful for passenger service are typically the busiest with freight traffic. In many cases, states or commuter rail authorities have reached agreement with freight rail-roads to share either their track or right of way. However, unlike Amtrak, which has eminent domain power over freight facilities and can appeal to a federal agency to determine the terms of its access to freight track, other would-be passenger rail operators do not have any statutory leverage when negotiating with freight rail-roads. This likely increases the price public authorities pay for access and leaves them with no apparent recourse when freight rail-roads reject their offers.
