However, the studies in terrorism activities have given better insight than all politically self serving semantic propaganda that everyone uses to justify or condemn terrorism. A close analysis of a terrorist group in an existing socio political and economic context is the only valid method to help us understand what terrorism is and all the other germane issues that surround the controversial subject. For this purpose, I have selected the most well known terrorist group in the world al-Qaeda as a case study to try and understand the fundamental issues that make it the most feared group and what qualifies it as a terrorist group in the first place.

Overall, these have been quite successful, although the Martin Place siege and the stabbing of police in Melbourne raise questions. Despite improvements in CT capability, a terrorist attack is possible. All of the terrorism-related metrics are worsening: known numbers of foreign fighters, sympathisers and supporters, serious investigations. We are not 'winning' on any front. Every dollar must be spent wisely. We face a new paradigm that demands ever more careful prioritisation. National security agencies must come together seamlessly around shared priorities. A restructure or reshuffle of national security agencies is not the answer. But more must be done to strengthen cross-agency coordination and leadership. Whatever we do, there is no short-term solution to our evolving terrorist challenge. It is almost inevitable that we will have more terrorist attacks on Australian soil. Long term, we must put a greater effort into reducing, rather than managing, the pool of terrorists, their supporters and sympathisers.

What had been considered a small band of revolutionary terrorists capable only of attacking Western targets in the Middle East and Africa suddenly demonstrated an ability to strike globally with enormous impact. Subsequent plots perpetuated the impression of Al Qaeda as a highly organized and rigidly controlled organization with recruiters, operatives, and sleeper cells in the West who could be activated on command. We now know, however, that the role of Al Qaeda in global jihadist plots has varied significantly over time. New York Police Department terrorism expert Mitchell D. Silber argues that to comprehend the threat posed by the transnational jihad movement, we must have a greater and more nuanced understanding of the dynamics behind Al Qaeda plots. In The Al Qaeda Factor he examines sixteen Al Qaeda-associated plots and attacks, from the 1993 World Trade Center bombing to today. For each case, he probes primary sources and applies a series of questions to determine the precise involvement of Al Qaeda. What connects radicalized groups in the West to the core Al Qaeda organization in the borderlands of Afghanistan and Pakistan? Does one of the plotters have to attend an Al Qaeda training camp or meet with an Al Qaeda trainer, or can they simply be inspired by Al Qaeda ideology? Further analysis examines the specifics of Al Qaeda's role in the inspiration, formation, membership, and organization of terrorist groups. Silber also identifies potential points of vulnerability, which may raise the odds of thwarting future terrorist attacks in the West. The Al Qaeda Factor demonstrates that the role of Al Qaeda is very limited even in plots with direct involvement. Silber finds that in the majority of cases, individuals went to Al Qaeda seeking aid or training, but even then there was limited direct command and control of the terrorists' activities—a sobering conclusion that demonstrates that even the destruction of Al Qaeda's core would not stop Al Qaeda plots.

Book excerpt: In this paper, Michael Schmitt explores the legality of the attacks against Al Qaeda and the Taliban under the "jus ad bellum," that component of international law that governs when a State may resort to force as an instrument of national policy. Although States have conducted military counterterrorist operations in the past, the scale and scope of Operation Enduring Freedom may signal a sea change in strategies to defend against terrorism. This paper explores the normative limit on counterterrorist operations. Specifically, under what circumstances can a victim State react forcibly to an act of terrorism? Against whom? When? With what degree of severity? And for how long? The author contends that the attacks against Al Qaeda were legitimate exercises of the rights of individual and collective defense. They were necessary and proportional, and once the Taliban refused to comply with U.S. and United Nations demands to turn over the terrorists located in Afghanistan, it was legally appropriate for coalition forces to enter the country for the purpose of ending the ongoing Al Qaeda terrorist campaign. However, the attacks on the Taliban were less well grounded in traditional understandings of international law. Although the Taliban were clearly in violation of their legal obligation not to allow their territory to be used as a terrorist sanctuary, the author suggests that the degree and nature of the relationship between the Taliban and Al Qaeda may not have been such that the September 11 attacks could be attributed to the Taliban, thereby disallowing strikes against them in self-defense under traditional understandings of international law. Were the attacks, therefore, illegal? Not necessarily. Over the past half-century the international community's understanding of the international law governing the use of force by States has been continuously evolving. In short, the post-Cold War security order that the US had constructed after 1991 seemed to be coming apart at the seams. David Kilcullen was one of the architects of America's strategy in the late phases of the second Gulf War, and he has also spent time in Afghanistan and other hotspots. In Blood Year, he provides a wide-angle view of the current situation in the Middle East and analyzes how America and the West ended up in such dire circumstances. Kilcullen lays much of the blame on Bush's initial decision to invade Iraq (which had negative secondary effects in Afghanistan), but also takes Obama to task for simply withdrawing and adopting a "leading from behind" strategy. As events have proven, Kilcullen contends, withdrawal was a fundamentally misguided plan. The U.S. had uncorked the genie, and it had a responsibility to at least attempt to keep it under control. Instead, the U.S. is at a point where administration officials state that the losses of Ramadi and Palmyra are manageable setbacks. Kilcullen argues that the U.S. needs to re-engage in the region, whether it wants to or not, because it is largely responsible for the situation that is now unfolding. Blood Year is an essential read for anyone interested in understanding not only why the region that the U.S. invaded a dozen years ago has collapsed into utter chaos, but also what the U.S. can do to alleviate the grim situation.
