Book excerpt: This project had origins in 1987 in communication between Yutaka Yoshioka, Chairman, Japan International Agricultural Council, and Kenneth Farrell, Vice President for Agriculture and Natural Resources, the University of California-Berkeley. Projects were proposed in "long-term food and consumption trends" and "a comparative analysis of farm structure in the United States and Japan" (letter from Farrell to Yoshioka, April 20, 1987). Proposals and counterproposals were sent back and forth but the project accelerated after Professor Wen Chern of The Ohio State University learned of the project from Professor Naraomi Imamura of the University of Tokyo on a visit to Tokyo in September 1989. Because of pressing administrative responsibilities precluding an active role in the project, Kenneth Farrell recommended to Professor Imamura that the project be carried out with Professor Chern and associates.

Far from confining its scope to a study of rice growing for tax purposes, this volume looks at the subsistence economy in the plant kingdom as a whole. This book examines the history of agriculture in premodern Japan from the 8th to the 17th century, dealing with the history of agricultural techniques and food supply of rice, wheat, millet and other grains. Drawing extensively on material from history, literature, archaeology, ethnography and botany, it analyses each of the farming operations from sowing to harvesting, and the customs pertaining to consumption. It also challenges the widespread theory that rice cultivation has been the basis of "Japaneseness" for two millennia and the foundation of Japanese civilization by focusing on the biodiversity and polycultural traditions of Japan. Further, it will play a role in the current dialogue on the future of sustainable agricultural production from the viewpoints of ecology, biodiversity, dietary culture and food security throughout the world as traditional techniques such as crop rotation are explored in connection with the safeguarding of the minerals in the soil. Book excerpt: Japan's agriculture has been inward oriented, protected by trade barriers from foreign competition. Even though the share of Japan's food consumption provided by Japanese production has gradually fallen, Japan's farm sector remains the second-largest among the countries negotiating the Trans-Pacific Partnership (TPP). Japan's food industry is increasingly integrated with TPP economies, although the TPP share of Japan's agri-cultural imports has fallen over time. The proposed TPP agreement would lead to more agricultural exports to Japan from TPP partners, likely dominating the total agricultural trade impact of such an agreement. Despite potentially large import increases, espe-cially in the rice, beef, and dairy sectors, the proposed agreement would only margin-ally reduce Japan's output. Intrinsic strengths of Japanese agricultural production and constraints to the growth of supply in the rest of the TPP countries may limit the impact of the agreement on Japan's agriculture. Nevertheless, U.S. exports would be well posi-tioned to meet Japan's new import demand.

Book excerpt: Among the challenges facing Japan in its quest to match the modern states of the Western world, none was more crucial than the development of agriculture. With a state focused more on the emblematic goals of mechanization, urbanization, and a modern military, it fell upon local elites in villages across the country to bring rice production into the modern era. Middlemen of Modernity explores these elites and their actions in a region in northeastern Japan, presenting a view of the transformation of Japanese agriculture from the late nineteenth century to the mid-twentieth century. Meiji-era agricultural policy called for village elites to mobilize their wealth and local reputations to introduce improved farming methods, transform the physical landscape, and increase agricultural production. Farmers looked to the same figures to use their elevated status and government connections to direct public funds toward building prosperous villages. But economic shocks and social change created a new generation of elites with their own vision for agricultural improvement, leading to conditions that caused famine, economic disparity, and village unrest. The official and local responses to these discrepancies brought an end to the elite leadership of agricultural development at the beginning of the twentieth century, but its legacy set the course for farming and rural Japanese society for the next half century. Middlemen of Modernity offers a new perspective on Japanese modernization, one in which farming villages were neither premodern relics nor secondary concerns for the architects of the new nation. Modernity was worked out in the mud of rice paddies, as much as in any stateroom or factory, and the communities of Miyagi and villages throughout Japan helped shape the modern state, even as they were shaped by it. Mining a wealth of local sources, Christopher Craig provides a comprehensive study studded with stories of individual actors that remains closely connected to Japan's development and presents a history of agriculture from the early Meiji period to the postwar American occupation. Craig also engages with scholarship in environmental history and food studies, and his detailed treatment of the interactions between local villagers and central bureaucrats makes a valuable contribution to studies of state-society relations.
