Available in PDF, EPUB and Kindle. Book excerpt: Now in its 4th edition, State and Local Public Finance provides a comprehensive and sophisticated analysis of state and local government public finance practices and issues, using the basic tools of economics. For this new edition, there is a focus on the most important services provided in the state-local sector: education, health and welfare, public safety, and transportation. This textbook provides an examination and analysis of public finance practices and problems in a federal fiscal system, focusing on the fiscal behaviour and policies of state and local governments. The author presents detailed descriptions of significant institutions. Modern economic theory is applied to examine the way these institutions are used to produce and finance services, and to provide evaluation of alternative policies. Although the emphasis is on U.S. institutions and issues, much of the economic analysis can be applied to any federal system or to fiscal decentralization. This fully revised new edition sees updates throughout to data, topics, and applications. The Headlines and Applications sections reflect the most current policy issues affecting state and local governments. These include the effects of the Great Recession on state and local governments, changes in the tax treatment of internet purchases, the Affordable Care Act and implications for Medicaid spending by state governments, demographic changes and the implications for state-local finances, the implications of changes in automobile technology for transportation financing, and the potential for increased gambling activity. This text will continue to be invaluable reading for those who study public finance, local government finance, urban economics and public policy and public administration.

Within the first two months in 2014 oil and gas revenues increased 1.4 p.p. of GDP as compared to the same period of previous year. A weakening of t he ruble exchange rate against the US dollar and Euro was the key driver that pushed up federal budget revenues. Book Russia s State Budget in January December 2014

Available in PDF, EPUB and Kindle. Book excerpt: According to the preliminary data of the Ministry of Finance of the Russian Federation, on the basis of the results of January-December 2014 both revenues and expenditures of the federal budget rose by 0.3 p.p. of GDP as compared to the same period of the previous year. For 11 months of 2014, the revenues and expenditures of the consolidated budget of constituent entities of the Russian Federation rose, too, by 0.2 and 0.1 p.p. of GDP, respectively, as compared to January-November 2013. On the basis of the results of 2014, the deficit of the federal budget amounted to 0.5% of GDP, while the consolidated budget of constituent entities of the Russian Federation in January-November 2014 was executed with a small surplus of 0.1% of GDP. So, consolidation of negative factors such as a drop in global prices on hydrocarbons and depreciation of the ruble exchange rate has not affected much so far the execution of the revenue and expenditure sides of the federal budget and the consolidated budget of constituent entities of the Russian Federation. However, the Government of the Russian Federation and experts in public finances are unanimous that 2015 is going to become one of the most complicated years for the budget system of Russia in the past 15 years.

Book Russia s State Budget in January November 2014

Download or read book Russia s State Budget in January November 2014 written by Tatiana Tischenko and published by . This book was released on 2015 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: According to data released by the RF Federal Treasury, Russia's federal budget revenue over the period of January-November 2014 increased by 0.5 p.p. of GDP on the same period of 2013 due to growth, by 0.5 p.p. of GDP, of the volume of oil and gas revenue. The main factor responsible for the upward movement of the oil and gas revenue index (and the corresponding upward movement of federal budget revenue) in face of plummeting world oil prices (to $60 per barrel) was the ruble's dramatic weakening against the USD and euro. Thus, the federal budget surplus of 1.9 % of GDP achieved over the first eleven months of 2014, as well as the surplus of 0.4 % of GDP in the consolidated budget of RF subjects achieved over the ten months of 2014, can by no means be regarded as manifestations of the budget system's sustainability as a whole. As early as late October 2014, Moody's Investors Service rating agency downgraded Russia's credit rating index from Baa1 to Baa2, pointing out in this connection that any further weakening of this country's national currency will have an extremely negative effect on the economy.

Book The Leadership Capital Index

Download or read book The Leadership Capital Index written by Mark Bennister and published by Oxford University Press. This book was released on 2017-05-26 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Leadership Capital Index develops a conceptual framework of leadership capital and a diagnostic tool - the Leadership Capital Index (LCI) - to measure and evaluate the fluctuating nature of the leadership capital of leaders. Differing amounts of leadership capital, a combination of skills, relations and reputation, allow leaders to succeed or bring about their failure. This book brings together leading international scholars in the field to engage with the concept of 'leadership capital' and use and apply the LCI to a variety of comparative case studies. The book provides an important, timely, and innovative contribution to the now flourishing academic discipline of political leadership studies. The LCI offers a comprehensive yet parsimonious and easily applicable 10 point matrix to examine leadership authority over time and in different political contexts. In each case, leaders 'spend' and put their 'stock' of authority and support at risk. United States president Lyndon Johnson arm-twisting Congress to put into effect civil rights legislation; Tony Blair taking the United Kingdom into the invasion of Iraq; Angela Merkel committing Germany to a generous reception of refugees: all 'spent capital' to forge public policy they believed in. The volume examines how office-holders acquire, consolidate, risk, and lose such capital, and concentrates predominantly on elected 'chief executives' at the national level, including majoritarian and consensus systems, multiple and singular cases, and also examines some presidential and sub-national cases. The Leadership Capital Index is an exploratory volume, with chapters providing a series of plausibility probes to see how the LCI framework 'performs' as a descriptive and analytical tool.

Book excerpt: With an Introduction by Acclaimed Legal Scholar and New York Times Bestselling author Alan Dershowitz, The Official Impeachment Inquiry Report on The Results of The Trump-Ukraine Investigation—Plus the Articles of Impeachment and the Republican Report Disputing the Results of the Democratic Investigation. Donald Trump is on the verge of being only the third US President impeached by the House of Representatives, but is this a case of a president abusing his power and obstructing justice, or is it a partisan witch hunt protecting the Deep State? Can you trust the mainstream media, or do you want to read the Report for yourself? This groundbreaking report—released by the U.S. House Of Representatives Permanent Select Committee on Intelligence, chaired by Adam Schiff—contains the results of the impeachment inquiry into President Donald Trump’s actions as he sought for Ukraine to announce investigations into Hunter Biden, as well as the Committee’s conclusions about whether those actions are impeachable offenses. Covering topics ranging from the anonymous whistleblower’s first attempts to spread the word about Trump’s phone call with Ukrainian President Volodymyr Zelensky, to the Congressional testimony of Trump’s advisers and ambassadors, to the statements of Rudy Giuliani and William Barr, and even the President’s efforts to influence the inquiry, The Impeachment Report offers readers the full findings of the Intelligence Committee’s investigation, the articles of impeachment themselves, a rebuttal report from Republican representatives that disputes the process and results of the Democratic investigation, an introduction by esteemed attorney Alan Dershowitz, and information about the impeachment process itself. It is the ultimate resource for anyone who wants to know whether impeachment is warranted, and is a critical text in the ongoing back-and-forth battle to protect American democracy.

Book The Austerity State

Download or read book The Austerity State written by Stephen McBride and published by University of Toronto Press. This book was released on 2017-09-18 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: The fall-out from the economic and financial crisis of 2008 had profound implications for countries across the world, leading different states to determine the best approach to mitigating its effects. In The Austerity State, a group of established and emerging scholars tackles the question of why states continue to rely on policies that, on many levels, have failed. After 2008, austerity policies were implemented in various countries, a fact the contributors link to the persistence of neoliberalism and its accepted wisdoms about crisis management. In the immediate aftermath of the 2008 collapse, governments and central banks appeared to adopt a Keynesian approach to salvaging the global economy. This perception is mistaken, the authors argue. The “austerian” analysis of the crisis is ahistorical and shifts the blame from the under-regulated private sector to public, or sovereign, debt for which public authorities are responsible. The Austerity State provides a critical examination of the accepted discourse around austerity measures and explores the reasons behind its continued prevalence in the world.

Book America Ascendant

Download or read book America Ascendant written by Stanley B. Greenberg and published by Macmillan. This book was released on 2015-11-03 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: America is poised to lead the 21st Century, as it led the 20th. That will happen because the country is at a tipping point in the battle for its own renewal, a renewal that will allow America to be exceptional again. Our economy is on the move, fueled by revolutions in energy, immigration, innovation, big data and advanced manufacturing. America's energy independence has set off shockwaves. Just as important are the social transformations that are making the country ever more racially and culturally diverse, younger, a home to immigrants, and the metropolitan centers that foster a rising economic and cultural dynamism. While most other countries struggle profoundly with immigration and religious and racial differences, America's on a path to multicultural identity. Those revolutions in the economy, society and culture and are also producing a new American majority that embraces new values and new politics. Republicans are waging a counter-revolution and that is why America looks gridlocked and why the country is turning to Democrats to take on the country's growing challenges. The economic and social transformations leave people struggling to earn enough and reach the middle class. Families are under stress. Government is corrupted by big money. The American public is demanding the country address the dark side of our progress - and reforms are starting to happen. That is why Democrats will get to lead an era of reform and renewal comparable to the progressive era that mitigated the excesses of the Industrial Revolution. In this incisive book, expert strategist Greenberg draws on years of research and polling to illuminate how America is far from being gridlocked and he articulates a powerful vision of how American politics and America can be renewed.

Download or read book Dominance and Decline written by Susan Booysen and published by NYU Press. This book was released on 2015-10-01 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: As Jacob Zuma moves into the twilight years of his presidencies of both the African National Congress (ANC) and of South Africa, this book takes stock of the Zuma-led administration and its impact on the ANC. Dominance and Decline: The ANC in the Time of Zuma combines hard-hitting arguments with astute analysis. Susan Booysen shows how the ANC has become centred on the personage of Zuma, and that its defence of his extremely flawed leadership undermines the party’s capacity to govern competently, and to protect its long term future. Following on from her first book, The African National Congress and the Regeneration of Power (2011), Booysen delves deeper into the four faces of power that characterise the ANC. Her principal argument is that the state is failing as the president’s interests increasingly supersede those of party and state. Organisationally, the ANC has become a hegemon riven by factions, as the internal blocs battle for core positions of power and control. Meanwhile, the Zuma-controlled ANC has witnessed the implosion of the tripartite alliance and decimation of its youth, women’s and veterans’ leagues. Electorally, the leading party has been ceding ground to increasingly assertive opposition parties. And on the policy front, it is faltering through poor implementation and a regurgitation of old ideas. As Zuma’s replacements start competing and succession politics take shape, Booysen considers whether the ANC will recover from the damage wrought under Zuma’s reign and attain its former glory. Ultimately, she believes that while the damage is irrevocable, the electorate may still reward the ANC for transcending the Zuma years. This is a must-have reference book on the development of the modern ANC. With rigour and incisiveness, Booysen offers scholars and researchers a coherent framework for considering future patterns in the ANC and its hold on political power.
