The last revolution inaugurated an era of unprecedented turmoil and instead of fulfilling its democratic aim, paved the way for an even more despotic theocracy. To put the revolution in a proper perspective, some attempt is made to explain the reasons for Khomeini’s success in acquiring first, the symbolic leadership of the anti-Shah revolution, and then, the monopolistic control of power in Iran. How and why the other claimants to power were shunted aside and later brutally repressed is a further theme for discussion. The domestic and external ramifications of the revolution are examined in detail; in particular the rise of the anti-American feeling which culminated in the hostage crisis. In conclusion, an analysis is offered of the instrumentalities of power available to the Islamic Republic, and several scenarios are explored in which Iran’s competing forces may converge to determine whether this third revolution will finally succeed in subordinating political authority to popular democratic consent.

In particular, the book discusses the Soviet response to the Iran-Iraq war and the position of the Tudeh Party and the other leftists within Iran. Iran’s policy towards the USSR is treated at length and it is shown that it is suspicious of a tacit USA-USSR agreement over the fate of Iran. Khomeini’s attempts to isolate Iran from both East and West are also reviewed. This book was one of the first to discuss this crucial dimension in Middle East politics and it makes a significant contribution to our understanding of the forces driving the Iranian Revolution.

In a book that provides essential context for understanding modern Iran, Fakhreddin Azimi traces a century of struggle for the establishment of representative government. The promise of constitutional rule was cut short in the 1920s with the rise of the Pahlavi dynasty. Reza Shah, whose despotic rule Azimi deftly captures, maintained the façade of a constitutional monarch but greeted any challenge with an iron fist: “I will eliminate you,” he routinely barked at his officials. In 1941, fearful of losing control of the oil-rich region, the Allies forced Reza Shah to abdicate but allowed Mohammad Reza to succeed his father. Though promising to abide by the constitution, the new Shah missed no opportunity to undermine it. The Anglo-American–backed coup of 1953, which ousted reformist premier Mohammed Mosaddeq, dealt a blow to the constitutionalists. The Shah’s repressive policies and subservience to the United States radicalized both secular and religious opponents, leading to the revolution of 1979. Azimi argues that we have fundamentally misunderstood this event by characterizing it as an “Islamic” revolution when it was in reality the expression of a long-repressed desire for popular sovereignty. This explains why the clerical rulers have failed to counter the growing public conviction that the Islamic Republic, too, is impervious to political reform—and why the democratic impulse that began with the Constitutional Revolution continues to be a potent and resilient force.

Analyzing the causes and processes of the revolution through the prisms of class, politics, and ideology, Moaddel argues that the currently dominant theories of revolution insufficiently address the requisite question of ideology: "Ideology is not simply another factor that adds an increment to the causes of revolution. Ideology is the constitutive feature of revolution." Moaddel explains how revolutionary conditions in Iran were created by a combination of state economic policies favoring international capital - which enraged segments of the powerful bourgeoisie - and fluctuations in the world economy that financially weakened Iran. But the central element of the revolutionary crisis of the late 1970s was the development of Shi'i revolutionary discourse as the dominant ideology. As liberalism and communism declined, the potent discourse of revolutionary Islam - with its martyrdom, its religious rituals, its symbolic structures - formed a powerful conduit for popular mobilization. Karl Marx likened the French Revolution to a gigantic broom which swept away all the "medieval rubbish." Drawing from his abundant theoretical, historical, and sociological knowledge, Moaddel illuminates the process by which the gigantic broom of the Iranian Revolution "swept all the medieval rubbish back in."

The major contribution of the book can be summarized as follows: It identifies a socio-political division of power and influence between state and civil society during a long period of Iran's Islamic history as the key theoretical basis for understanding modern transformations of Iranian society. Such a division has, so far, been largely ignored. It explores the clergy and bazaris as the social basis of civil society in Iran, and challenges Gellner's viewpoint that an Islamic civil society is an impossibility. It argues that the modernization of religion and the creation of modern political theories by the clergy were both crucial means for defeating a modern authoritarian state and seizing political power. It identifies the main social group without whom the Islamic Revolution of Iran would not have achieved political victory, i.e., the dispossessed.
