Book excerpt: Economic and social changes, fast evolution of technology, and the growing importance of Internet services and international communications--all these require secondary education providers to adapt what is taught and learned in schools. However, in Africa the content of secondary curricula is in most cases ill-adapted to 21st century challenges, where young people are mobile, have access to 'more and instant information,' and face health threats such as HIV/AIDS. In addition, implementation problems exist, and the time for instruction is often much less then what is required by the prescribed secondary curriculum. In Africa there is a need to develop a secondary education curriculum adapted to the local economic and social environment, but with international-comparable performance indicators. This study analyzes that challenge: the quality of curricula and assessment, and their development processes in secondary education in Africa against the background of existing contexts, conditions, and ambitions on the one hand and current pedagogical thinking on the other. This World Bank Working Paper was prepared as part of the Secondary Education and Training in Africa (SEIA) initiative which aims to assist countries to develop sustainable strategies for expansion and quality improvements in secondary education and training.

Book excerpt: The Language Centre was founded in 1970 as a language research department in the University of Ghana, under the then Faculty of Arts. Its mandate was to focus on research and teaching related to the improvement of performance in English, the official language, and the various Ghanaian languages as vectors of education, culture and community interaction. Since the 1970s, the Centre has been focusing on research related to language learning, teaching and assessment, language endangerment and documentation, multilingualism, intercultural communication, and the interconnected areas of language and literature. This book, in essence, reflects these research areas, but more than that the constitutive research articles were produced jointly or severally by different generations of directors and research fellows of the Centre, over the four decades of the organization's existence. The ten chapters of this commemorative anthology comprise selected research articles from a very large pool of previously published works with continuing relevance, as well as more recent works that have not yet been published. The book is not designed for release as a discrete and independent publication. On the contrary, it feeds into a much wider set of commemorative collections from diverse units, all of which are thematically linked in a manner designed to project the mission of the University of Ghana.

In this regard, the book calls for African universities to relocate from the position of object to subject in order to gain a form of liberated epistemological voice more responsive to the social and economic complexities of the continent. Broadly the book addresses the following questions: How can African universities reinvent knowledge production and dissemination in the face of the dominant Eurocentricism so pervasive and characteristic of academic practice in Africa to enhance their relevance to the contexts in which they operate? How can such change, particularly at knowledge production and distribution levels, be undertaken, without falling into an intellectual and discursive ghettoization in the global context?
