Book Election of the Speaker and of the Deputy Speakers

Download or read book Election of the Speaker and of the Deputy Speakers written by Great Britain: Parliament: House of Commons: Procedure Committee and published by The Stationery Office. This book was released on 2010-02-03 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: The election of the Speaker in 2009 was the first to be held under the new rules recommended by the Procedure Committee in 2000. The Committee reports satisfaction that it met the test of enabling the House to reach its decision in a fair and transparent way, and the use of the secret ballot was a particular success. Some improvements, though, are recommended: names of sponsors should be published; the minimum number of sponsors should be increased to 15; hustings should be welcomed but should continue to be run by outside organisations; the time allowed for each round of voting should be reduced to 20 minutes to speed up the process. The Committee has also devised a detailed procedure for electing Deputy Speakers reflecting that used for the Speaker, including the secret ballot, a minimum number of sponsors and publication of the names of those sponsors. Candidates should submit a brief statement along with their nomination form instead of speeches or hustings. The existing conventions would continue: the four Deputy Speakers should be drawn equally from the Government and opposition side of the House; there should be at least one man and at least one woman on the team.

Book Public petitions and early day motions

Download or read book Public petitions and early day motions written by Great Britain: Parliament: House of Commons: Procedure Committee and published by The Stationery Office. This book was released on 2007-05-22 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public Petitions and Early Day Motions (EDMs) are both processes that are used by Members of Parliament to bring to the attention of the House of Commons the concerns of particular groups of the population. EDMS are frequently drafted by groups or organizations outside the House and then tabled by Members as demonstrations of support for them. Both procedures allow the public to engage with Parliament, either directly, by signing a Petition, or indirectly, by urging their Member of Parliament to add his or her name to an EDM. This report examines the current procedures that govern them, whether they are appropriate and effective and how well they meet the demands which Members wish to make of them. For Public Petitions the Committee recommends: a requirement on the Government to respond formally to all petitions within two months of their presentation; publication of the texts of petitions and responses to them in Hansard; easier access to petitions on the parliamentary website and opportunities for debates on petitions in Westminster Hall. For Early Day Motions, the Committee recommends the continuation of the present arrangements for the printing of EDMs, but there should be further consideration of e-tabling and that the Modernisation Committee should consider the introduction of a separate procedure to allow substantive motions tabled by backbenchers to be debated.

Book African Parliamentary Reform

Download or read book African Parliamentary Reform written by Frederick Stapenhurst and published by Taylor & Francis. This book was released on 2012-04-27 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: Some of the most far-reaching and innovative parliamentary reform is occurring in Africa. While these reforms are not yet widespread across the continent, parliaments in some African countries are asserting their independence as policymakers, as overseers of government and as the guardian of citizens’ rights and needs. This book presents recent reforms in selected African parliaments – Ghana, Kenya, Uganda, Tanzania, Rwanda, Benin, Zambia, Ethiopia, Liberia and Nigeria. It also presents cross-cutting innovations by African parliaments – in fighting corruption, in providing development to constituents and in combatting climate change. Many of the chapters are authored by African MPs themselves, making this a book ‘by MPs for MPs’, as well as being of interest to students and scholars of African Politics, and to those international institutions that support parliamentary development. African Parliamentary Reform is a joint initiative by the World Bank Institute, the Commonwealth Parliamentary Association and the Parliamentary Centre (Africa).
