Book excerpt: In the first book-length analysis of the origins of the October 1973 Arab-Israeli War, Craig Daigle draws on documents only recently made available to show how the war resulted not only from tension and competing interest between Arabs and Israelis, but also from policies adopted in both Washington and Moscow. Between 1969 and 1973, the Middle East in general and the Arab-Israeli conflict in particular emerged as a crucial Cold War battleground where the limits of détente appeared in sharp relief. By prioritizing Cold War détente rather than genuine stability in the Middle East, Daigle shows, the United States and the Soviet Union fueled regional instability that ultimately undermined the prospects of a lasting peace agreement. Daigle further argues that as détente increased tensions between Arabs and Israelis, these tensions in turn negatively affected U.S.–Soviet relations.

Over the last fifty years relations between Russia and this part of the world have become more complex; this book traces their intricate history in a full analysis of Soviet policy towards the Arabian Peninsula. It opens with a review of events from the beginning of the Soviet regime until 1975. The author goes on to consider the period between 1975 and 1978, concentrating especially on Soviet relations with Saudi Arabia, Kuwait and South Yemen. The impact of the rise of the Ayatollah Khomeini’s Islamic Republic in 1979 is examined in detail, with the emphasis on the situation in Iran, Iraq, Saudi Arabia and both North and South Yemen. Finally the author examines the effect on Soviet policy of the Iran-Iraq war and the subsequent insecurity in the Gulf region. This study is based on mainly primary sources of Soviet, Arab, Iranian and Western origins.

Book excerpt: China’s foreign policy in the Arab world is important because it reflects China’s general foreign policy. In this study, first published in 1981, the author draws upon a wealth of previously unpublished and inaccessible material to analyse Chinese attitudes in three cases: the two Arab liberation movements, the Palestine Resistance Movement and the Popular Front for the Liberation of the Oman, and the established and independent State of Kuwait. Since the Arab liberation movements played a significant political role within their fields of operation, it was necessary for China to decide whether these movements did actually fit in with Chinese foreign policy objectives. Dr Behbehani’s analysis of these two case studies provides the basis for a discussion of whether China’s motives in supporting the liberation movements are theoretical or purely practical. China’s support for Kuwait’s political internal continuity is related to the stability of the whole Gulf region. The author analyses Chinese support for Kuwait and the surrounding conservative states on two main bases, political and economic, in the form of trade. It is through these channels, particularly the economic one, that China has sought to establish itself in the Gulf and the Arabian peninsula.

How does the Soviet Union view the Middle east conflict? Can the USSR play a constructive role in the peace process? In this volume, first published in 1990, these questions and others central to an understanding of Soviet strategy in the region are addressed. Previous analysts of Soviet-Middle Eastern relations have tended to emphasize either the cooperative or the competitive aspects of Soviet behaviour. Breslauer instead offers the multidimensional concept of ‘collaborative competition’ to describe the mixed motives, ambivalence, and sometimes conflicting perspectives that have informed Soviet strategy in the region. In such an unstable environment. this strategy of collaborative competition has in turn encouraged ‘approach-avoidance’ behaviour; for example, while the Soviets may seek to moderate their radical allies, they remain fearful that these allies, once moderated, might defect to US patronage. Under Gorbachev, the Kremlin continues to pursue this same strategy but with increased attention to improving collaboration, redefining the nature of the competition, and easing the approach-avoidance dilemma. Breslauer argues that these changes could lead to more flexible Soviet behaviour in the region. This volume combines new, in-depth research on Soviet policy with new interpretations, including insights drawn from relevant theories of international relations.

Walt makes a significant contribution to this topic, surveying theories of the origins of international alliances and identifying the most important causes of security cooperation between states. In addition, he proposes a fundamental change in the present conceptions of alliance systems. Contrary to traditional balance-of-power theories, Walt shows that states form alliances not simply to balance power but in order to balance threats. Walt begins by outlining five general hypotheses about the causes of alliances. Drawing upon diplomatic history and a detailed study of alliance formation in the Middle East between 1955 and 1979, he demonstrates that states are more likely to join together against threats than they are to ally themselves with threatening powers. Walt also examines the impact of ideology on alliance preferences and the role of foreign aid and transnational penetration. His analysis show, however, that these motives for alignment are relatively less important. In his conclusion, he examines the implications of "balance of threat" for U.S. foreign policy.
