Book excerpt: This book presents the findings of a team of scientists and practitioners who have been working on the project “Benefits of Governance in Drought Adaptation” (in short: the DROP project), which is included in the European Union’s INTERREG IVB NWE programme. The DROP governance team developed a Governance Assessment Tool (GAT), which allows the governance setting of a given region for planning and realizing drought adaptation measures to be assessed. Based on this assessment, recommendations can be developed for regional water authorities concerning how to operate most effectively towards increased drought resilience in this context. The GAT has been applied to six regions in Northwest Europe: Twente and Salland in the Netherlands, Eifel-Ruhr in Germany, Brittany in France, Somerset in the United Kingdom, and Flanders in Belgium. These regions are subject to drought aspects related to nature, agriculture and freshwater. This book will aid regional water authorities and other relevant stakeholders interested in governance assessment, whether that context is about water, more specifically about drought or flooding events, or other environmental issues. Further, the GAT can and has also been applied more broadly to a range of governance contexts for water management and beyond.

Book excerpt: Water management in industrialised western countries has long been seen as a technical process associated with pipes, drains and bureaucracies. This technical model of water management is now being questioned. This book examines the nature of contemporary water management and the prospects for and barriers to different forms of engagement with the public. In particular, it shows how historical and social scientific understandings develop and question current water management norms in relation to water in the landscape, water in the home and the hidden management of water beneath our streets and behind our walls. It is shown that the four-fold challenges of climate change, urbanisation, changing environmental standards and fiscal accountability mean that we can no longer rely on unseen technical fixes to erase the threats of pollution, water shortages and floods. Such concerns offer two prompts for public engagement and participation. First, on a purely instrumental level, public engagement can complement, or offer an obvious alternative to, technical fixes. Second, public engagement may provide a route to find new ways of addressing water and related challenges. The author offers a unique social science perspective on many of the socio-technical issues facing the management of water in urban settings in developed countries, where urban is interpreted broadly to include all areas served by piped water. Drawing on historical context and an extensive review of the published literature, as well as the author's own empirical studies, the work prompts broader discussions about how we manage water in contemporary society. It is invaluable for students and professionals in water resource management and planning.

Despite the recent surge of interest in restoring floodplains among policy and research circles, as well as in the public domain, very few schemes for restoring functional floodplains have been put into practice in Europe to date. The book explores the reasons behind this discrepancy between interest and applications with an original, comparative analysis of the institutional drivers and constraints of floodplain restoration in Europe. It explains why so few projects have been successfully implemented, how recent policy shifts are creating new opportunities for floodplain restoration and what lessons for policy development and project management can be drawn from in-depth analysis of past and present schemes. At a time of rapidly growing interest in restoring floodplains as an important component of efforts to improve flood protection, enhance riparian habitats, strengthen catchment management, raise water quality and pursue integrated rural development, the book critically appraises the relationship between macro-level policy development and enforcement and micro-level project design and implementation. The book begins with two chapters setting out the case for floodplain restoration and assessing the relevant drivers and constraints of EU policy. The next three chapters analyse the policy contexts of floodplain restoration in France, Germany and Britain, addressing the principal drivers and constraints in the fields of water management, flood protection, nature conservation, spatial planning and agriculture. This is followed by six case studies of schemes to restore floodplains, divided between early schemes of the mid-1990s (Rheinvorland-Sud on the Upper Rhine, Bourret on the Garonne and the Long Eau project in England) and ongoing schemes of today (Lenzen on the Elbe, La Basse on the Seine and the Parrett Catchment Project).
