Every nation has to come to grips with achieving a more enduring harmony between government, the armed forces, and society if it aspires to strengthen its democracy. While there is an abundance of studies on civil-military affairs, few examine all three of these actors, let alone establish any standards with which to assess whether progress is being made. This ambitious book devises a novel framework equipped with six dimensions, each of which opens a unique window into civil-military affairs, and which form a more integrated view of the subject. Those dimensions are accompanied by a set of benchmarks and metrics that assess progress and compare one country against another. The framework is applied to case studies of Argentina, Brazil, Chile, and Uruguay, with the conviction that insights could be gleaned that may be relevant elsewhere. Ultimately, by unpacking the civil-military relation into its various dimensions, this study has shed light on what it takes to transform what was once a politically-minded military into an organization dedicated to serving a democratic state and society.

Book excerpt: This thesis seeks to answer the question: how healthy, relatively speaking, are civil-military relations in South America? To answer this, key variables from three of the touchstone works in civil-military literature, namely, Samuel Huntington's "The Soldier and the State," Morris Janowitz's "The Professional Soldier: A Social and Political Portrait," and Samuel Finer's "The Man On Horseback." and journal articles were gleaned. A total of twenty-two variables were identified and divided into three categories: State Comparative, Civilian and Military variables that are connected to "healthy" civil-military relations in the literature. These variables were then applied to all twelve South American states. The results were then compared to the United States, which the literature suggests is the closest to having "ideal" civil-military relations. To ensure that the paper comparison matches practice, this thesis reviewed Colombia in-depth. Its military is not only the second largest in the region, but also one that plays a vital role in society. The overall results from this comparative assessment indicate that there is a bimodal distribution among South American states in terms of the variables indicating healthy civil-military relations. Although it is clear that all States still need major improvements, half have healthier civil-military relations than the other half.

Looking at how armies supportive of democracy are built, Zoltan Barany argues that the military is the most important institution that states maintain, for without military elites who support democratic governance, democracy cannot be consolidated. Barany also demonstrates that building democratic armies is the quintessential task of newly democratizing regimes. But how do democratic armies come about? What conditions encourage or impede democratic civil-military relations? And how can the state ensure the allegiance of its soldiers? Barany examines the experiences of developing countries and the armed forces in the context of major political change in six specific settings: in the wake of war and civil war, after military and communist regimes, and following colonialism and unification/apartheid. He evaluates the army-building and democratization experiences of twenty-seven countries and explains which predemocratic settings are most conducive to creating a military that will support democracy. Highlighting important factors and suggesting which reforms can be expected to work and fail in different environments, he offers practical policy recommendations to state-builders and democratizers.

They are at a disadvantage when forced to reinvent themselves. Ultimately, it is governments that must choose whether or not to deploy soldiers, and they should do so, based on a pragmatic assessment of the severity and urgency of the problem, the capacity of the military to effectively respond, and the availability of alternative solutions.

But, as Theda Skocpol shows in this startlingly new historical analysis, the United States actually pioneered generous social spending for many of its elderly, disabled, and dependent citizens. During the late nineteenth century, competitive party politics in American democracy led to the rapid expansion of benefits for Union Civil War veterans and their families. Some Americans hoped to expand veterans' benefits into pensions for all of the needy elderly and social insurance for workingmen and their families. But such hopes went against the logic of political reform in the Progressive Era. Generous social spending faded along with the Civil War generation. Instead, the nation nearly became a unique maternalist welfare state as the federal government and more than forty states enacted social spending, labor regulations, and health education programs to assist American mothers and children. Remarkably, as Skocpol shows, many of these policies were enacted even before American women were granted the right to vote. Banned from electoral politics, they turned their energies to creating huge, nation-spanning federations of local women's clubs, which collaborated with reform-minded professional women to spur legislative action across the country. Blending original historical research with political analysis, Skocpol shows how governmental institutions, electoral rules, political parties, and earlier public policies combined to determine both the opportunities and the limits within which social policies were devised and changed by reformers and politically active social groups over the course of the late nineteenth and early twentieth centuries. By examining afresh the institutional, cultural, and organizational forces that have shaped U.S. social policies in the past, Protecting Soldiers and Mothers challenges us to think in new ways about what might be possible in the American future.
