About the year 1900, Socialist and Labor parties grew to be political factors of importance in several of the great nations, developing programs of reform, the sincerity and practicality of which were beginning to be tested by experience. Then the second stage of Socialist literature set in; Socialism was presented, both by Socialists and by anti-Socialists, as a movement. The time for a third stage is at hand, and it will mark a revolution in the treatment of the subject. Even when Socialism is regarded as a movement, the difficulty remains that it must be presented by an individual, who is either a Socialist or an anti-Socialist. In either case partisanship almost inevitably creeps in, and the reader's only recourse is to refer to a number of volumes before he can be certain he has secured a non-partisan and balanced view. The time has arrived when the educated public will demand that this great movement be discussed in a more rigidly scientific manner - a treatment that can be secured only by the publication of original documents with the minimum of editorial comment, the selection of such documents being made exclusively with a view to their importance and without regard to their tendency.
