After Sunni al Qaeda in Iraq bombed the Shia al-Askari Shrine in 2006, the burgeoning conflict took on the additional element of civil war with sectarian violence between the Sunni and the Shia. The most effective strategies in a war as complicated as the three-level conflict in Iraq are intertwined and complementary, according to the editors of this volume. For example, the "surge" in U.S. troops in 2007 went beyond an increase in manpower; the mission had changed, giving priority to public security. It also addresses the opportunities and problems in developing Iraq's petroleum sector; investment and development issues in other sectors, the problems in the Iraqi budget forecasts, and progress in Iraqi reconstruction. It evaluates the need for continued economic aid and advice and describes U.S. options for extending such assistance. The concluding section examines progress in creating Iraqi military and police forces. It examines the role the United States can play in helping Iraq further develop such forces and analyzes what a strategic partnership, based on the Strategic Agreement, should mean.

Spillover issues addressed include: (1) refugees and displaced persons fleeing Iraq in large numbers for neighboring countries, (2) crossborder terrorism, (3) intensification of separatism and sectarian discord among Iraq's neighbors fueled by conflict in Iraq, and (4) transnational crime. This work assumes that spillover influencing neighboring states will continue to occur even in best case scenarios where the Iraqi government rapidly assumes full sovereignty over the entire country in ways that allow it to provide security and stability to most of the population. In the perhaps more likely event that Iraq continues to wrestle with serious internal conflict, cross border spillover problems could be significantly more intense. This monograph is designed to serve as an overview of the present dangers for Iraq's neighbors and may intensify as a result of the ongoing conflict within Iraq. It assumes that no amount of U.S. effort and resources can compensate for Iraqis who are not willing or able to address the serious problems that still exist in organizing their society in ways that promote stability and minimize internal division. It is important that any future setbacks in the strategic situation in Iraq do not lead to intensified problems in the wider Middle East because U.S. strategists and policymakers focus so directly on short-term Iraqi issues that they fail to address how Iraqi problems influence the wider region. The time to begin dealing with the potential dangers of serious spillover problems is immediately, and not after the United States begins to withdraw from Iraq. The alternative approach, which is to assume that the United States will "fix" Iraq and therefore not have to deal with spillover issues, presupposes an almost perfect longterm outcome to the present situation, and is therefore a considerable gamble. At the present time, the danger of spillover problems involving Sunni-Shi'ite sectarian and Arab-Kurdish ethnic strife that moves beyond Iraq is probably more threatening to U.S. interests than any other spillover effect, including the Iraqi refugee crisis, terrorism, and Iraqi-based transnational crime. All of these issues are nevertheless important, and they must therefore be addressed by a comprehensive strategy.

Book excerpt: No Way Home: Iraq’s minorities on the verge of disappearance seeks to document the situation of Iraq’s ethnic and religious minorities most affected by the violence that escalated after the fall of Mosul in June 2014. It is a follow-up report to Between the Millstones: The State of Iraq’s Minorities since the Fall of Mosul, published in March 2015. Since June 2014, many thousands of persons belonging to minorities have been murdered, maimed or abducted, including unknown numbers of women and girls forced into marriage or sexual enslavement. ISIS forces and commanders have committed war crimes, crimes against humanity and the crime of genocide, including summary executions, killing, mutilation, rape, sexual violence, torture, cruel treatment, the use and recruitment of children, outrages on personal dignity, and the use of chemical weapons. Cultural and religious heritage dating back centuries continues to be destroyed, while property and possessions have been systematically looted. These abuses are ongoing at the time of writing and appear to be part of a conscious attempt to eradicate Iraq’s religious and ethnic diversity. It should also be stressed that as the latest phase in the conflict reaches a two-year benchmark, forces fighting ISIS have also apparently committed human rights and international humanitarian law violations, including Iraqi Security Forces, Popular Mobilization Units and Kurdish Peshmerga. The millions of displaced still remain in camps, and there are no serious returns to areas retaken from ISIS. As of March 2016, internal displacement exceeded 3.3 million. Iraqi sources estimate the total number of those who have lost their homes and are internally displaced at more than 4 million, factoring in those IDPs not registered. Currently, there appears to be no serious Iraqi or international effort to build the political, social and economic conditions for the sustainable return of those who lost homes and livelihoods as a result of the conflict. Militias and unscrupulous local authorities are exploiting this vacuum. This report is called ‘No Way Home’ to highlight the despair Iraqi ethnic and religious communities feel about prospects for return. This perspective is rooted both in a sense of hopelessness about the prospect of return and frustration with the continued deterioration of humanitarian conditions. There is a lack of trust that the government, regional actors, local officials or the international community will provide the necessary support to facilitate returns, locate missing persons, provide justice, facilitate the difficult process of reconciliation and ensure the return of looted possessions and homes. The result will be another Iraqi lost generation, radicalized by homelessness and depredation, repeating the cycle that created ISIS.

The book traces the origins of key trends in recent Iraqi history to explain the political and social forces that produced them, particularly during the intense period of civil war between 2003 and 2009. Along the way, the author looks at some of the most significant players in the new Iraq, explaining how they have risen to prominence and what their aims are. What We Owe Iraq sets out to shift the terms of the debate, acknowledging that we are nation building to protect ourselves while demanding that we put the interests of the people being governed--whether in Iraq, Afghanistan, Kosovo, or elsewhere--ahead of our own when we exercise power over them. Noah Feldman argues that to prevent nation building from turning into a paternalistic, colonialist charade, we urgently need a new, humbler approach. Nation builders should focus on providing security, without arrogantly claiming any special expertise in how successful nation-states should be made. Drawing on his personal experiences in Iraq as a constitutional adviser, Feldman offers enduring insights into the power dynamics between the American occupiers and the Iraqis, and tackles issues such as Iraqi elections, the prospect of successful democratization, and the way home. Elections do not end the occupier's responsibility. Unless asked to leave, we must resist the temptation of a military pullout before a legitimately elected government can maintain order and govern effectively. But elections that create a legitimate democracy are also the only way a nation builder can put itself out of business and--eventually--send its troops home. Feldman's new afterword brings the Iraq story up-to-date since the book's original publication in 2004, and asks whether the United States has acted ethically in pushing the political process in Iraq while failing to control the security situation; it also revisits the question of when, and how, to withdraw.
