Book excerpt: Although it is widely recognised that Solon’s thoughts on human life (1.30-32) are important to a correct understanding of Herodotus’ work, little attention has been given to their narratological meaning. On the basis of a careful interpretation of five episodes, this monograph argues that Solon’s advice, ‘look to the end’, establishes the viewpoint from which Herodotus’ stories are to be understood. This viewpoint leads to surprising conclusions as to what is and is not important to the development of history. It casts doubts especially on the magnificent role of Athens and its democracy.

It is a summary of the research presented at the 6th International Conference on Renewable Energy Sources (ICORES19), which took place in Krynica, Poland, in June 2019. This event is the most recognizable scientific meeting connected to RES in Poland. From the very beginning, this conference has been a unique occasion for gathering Polish and international researchers’ perspectives on renewable energy sources and balancing them against governmental policy considerations. Accordingly, the conference has also offered panels to discuss best practices and solutions with local entrepreneurs and federal government bodies. The meeting attracts not only scientists but also industry representatives, as well as local and federal government personnel. We are open to new and fresh ideas concerning renewable energy, which is why so many scientists from Central and Eastern Europe visit Krynica to discuss the “Green Future” of this region. In 2019, the conference was organized by the University of Agriculture in Krakow, in cooperation with the AGH University of Science and Technology (Krakow), the State Agrarian and Engineering University in Podilya, the University of Žilina, the International Commission of Agricultural and Biosystems Engineering (CIGR) and the Polish Society of Agricultural Engineering. We find that motives have varied over time?vulnerability to current account shocks was relatively important in the 1980s but, as EMEs have become more financially integrated, factors related to the magnitude of potential capital outflows have gained in importance. Reserve accumulation as a by-product of undervalued currencies has also become more important since the Asian crisis. Correspondingly, using quantile regressions, we find that the reason for holding reserves varies according to the country's position in the global reserves distribution. High reserve holders, who tend to be more financially integrated, are motivated by insurance against capital account rather than current account shocks, and are more sensitive to the cost of holding reserves than are low-reserve holders. Currency undervaluation is a significant determinant across the reserves distribution, albeit for different reasons.

Hence, we all have an interest, one way or another, in the achievement of efficiency and productivity improvements in the activities of the public sector. For a government agency that provides a public service, striving for unreasonable benchmark targets for efficiency may lead to a deterioration of service quality, along with an increase in stress and job dissatisfaction for public sector employees. Slack performance targets may lead to gross inefficiency, poor quality of service, and low self-esteem for employees. In the case of regulation, inappropriate policies can lead to unprecedented disasters. Examples include the decimation of fish stocks through mismanagement of fisheries, and power blackouts through inappropriate restrictions on electricity generators and distributors. Efficient taxation policies minimise the tax bill for citizens. In all of these cases, efficient management is required, although it is often unclear how to assess this efficiency. In this volume, several authors consider various aspects and contexts of performance measurement. Hence, this volume represents a unique collection of advances in efficiency assessment for the public sector by leading researchers in the field. Efficiency in the Public Sector is divided into two sections. The first is titled "Issues in Public Sector Efficiency Evaluation" and comprises of chapters 1-4. The second section is titled "Efficiency Analysis in the Public Sector - Advances in Theory and Practice." This division is somewhat arbitrary, in the sense there are significant overlapping themes in both sections. However, it serves to separate chapters that can be characterised as dealing with broader issues (Section I), from chapters that can be characterised as focusing on specific theoretical problems and empirical cases (Section II).
