The Ottomans were bankrupt and had been forced to make peace with Napoleon after Austerlitz, but it was Selim III's efforts to reform an empire that had suffered successive military defeats, and to reform along the lines of modern principles-with an end to the privileged 'feudal' position of many in elite Ottoman civil-military society-which sealed his fate. This book seeks to situate Turkey's reactionary revolutions of 1807 into a wider European context, that of the French Revolution and the outbreaks of revolutionary activity in the German states, Britain and the US. The Ottoman Empire was an interconnected and crucial part of this early-modern world, and therefore, Aysel Yildiz argues, must be analyzed in relation to its European rivals. Focusing on the uprising, and the socio-economic and political conditions which caused it, this book re-orientates Ottoman history towards Western Europe, and re-situates the late-Ottoman Empire as a key battle-ground of political ideas in the modern era.

Book excerpt: 1 This study deals with the Mamliik period in Iraqi history (1750- 1831), and more particularly with later Mamliik times (1802-1831). The year 1831 marks the watershed between an era of 'local rule' and one of restored Turkish centralization. During the Mamliik period the influence of external powers in Iraq was not excessive; after that year direct Turkish rule coincided with growing British in fluence, which increasingly opened the country to the forces of the world market. As an object of study the period of local rule is inter esting, particularly because it formed the background to, and in some aspects also the start of, the modern history ofIraq. The literature available on Mamliik rule and tribal power is scarce and unsatisfying in various ways. The best history of 'Ottoman' Iraq is still that of Longrigg, which was written in the 1920's. However, although based on an admirable range of sources, it provides the reader with little more than a political chronology. Generally, the social and political historian of early modern Iraq is confronted with a lack of information of a very basic kind - if indeed he can find any 2 relevant information. For example, there is hardly any information on the Mamliik institution. Only the most scanty evidence exists on the history of the Yanissaris of Baghdad, or on the socio-political history of the lower orders of the town. Again, almost nothing is known about the lower orders of the sedentary rural world.

Book excerpt: Tribes and Empire on the Margins of Nineteenth-Century Iran traces the history of the Bakhtiyari tribal confederacy of the Zagros Mountains through momentous times that saw the opening of their territory to the outside world. As the Qajar dynasty sought to integrate the peoples on its margins into the state, the British Empire made commercial inroads into the once inaccessible mountains on the frontier between Iran and Iraq. The distance between the state and the tribes was narrowed through imperial projects that included the building of a road through the mountains, the gathering of geographical and ethnographic information, and the exploration for oil, which culminated during the Iranian Constitutional Revolution. These modern projects assimilated autonomous pastoral nomadic tribes on the peripheries of Qajar Iran into a wider imperial territory and the world economy. Tribal subjects did not remain passive amidst these changes in environment and society, however, and projects of empire in the hinterlands of Iran were always mediated through encounters, accommodation, and engagement with the tribes. In contrast to the range of literature on the urban classes and political center in Qajar Iran, Arash Khazeni adopts a view from the Bakhtiyari tents on the periphery. Drawing upon Persian chronicles, tribal histories, and archival sources from London, Tehran, and Isfahan, this book opens new ground by approaching nineteenth-century Iran from its edge and placing the tribal periphery at the heart of a tale about empire and assimilation in the modern Middle East.

'Ottoman Tulips, Ottoman Coffee' offers a critical exploration of a range of definitive cultural phenomena of the Ottoman 18th century, including the coffee house, print culture, imperial architecture, royal pageantry and festivals. Chapters explore previously untouched subjects such as the changing forms of imperial ritual in Ottoman public circumcision celebrations as well as unravelling the historiography of the so-called 'Tulip Period'. This has traditionally been characterised by the construction and eventual destruction of the famed palace of Saadabad and the reputedly failed project of the first Ottoman printing press. The book reassesses these failures as reflective of the general ill-preparedness of the Ottoman public for enlightened reform. Most importantly this book rejects the prevailing view that the 18th century was in political and cultural decline, and argues in fact it was a period of cultural dynamism and change. 'Ottoman Tulips' breaks free of the twin teleologies of Ottoman decline and Western-induced change, reassessing the impact of Westernization and modernization in the 18th century and revealing comparisons and interactions between the Ottoman court and its Safavid counterpart.

Book excerpt: In Frontier Fictions, Firoozeh Kashani-Sabet looks at the efforts of Iranians to defend, if not expand, their borders in the nineteenth and early twentieth centuries, and explores how their conceptions of national geography influenced cultural and political change. The "frontier fictions," or the ways in which the Iranians viewed their often fluctuating borders and the conflicts surrounding them, played a dominant role in defining the nation. On these borderlands, new ideas of citizenship and nationality were unleashed, refining older ideas of ethnicity. Kashani-Sabet maintains that land-based conceptions of countries existed before the advent of the modern nation-state. Her focus on geography enables her to explore and document fully a wide range of aspects of modern citizenship in Iran, including love of homeland, the hegemony of the Persian language, and widespread interest in archaeology, travel, and map-making. While many historians have focused on the concept of the "imagined community" in their explanations of the rise of nationalism, Kashani-Sabet is able to complement this perspective with a very tangible explanation of what connects people to a specific place. She argues that the period constitutes the beginnings of large-scale population control and crisis management and urges us to think about the Ottoman Empire as a polity that was increasingly becoming a “statistical” state, along with its contemporaries in Europe, and to go beyond mechanistic models of borrowing that focus primarily on military reform and European influence in our discussions of Ottoman reform and “modernity”.
