The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Utilizing the participation observation model, data was collected from 48 homeless individuals in two shelters in Southeastern Michigan. Three themes emerged: Emotional Reactions including shame, hopelessness, and stress of living in a shelter; Environmental Stress relationg to survival on the streets and living in an unsanitary environment in the shelter; and Relationship to Others, including relationships with other homeless individuals, family members, and a higher power. These were expanded by the use of direct quotations to fully portray their meaning. The results are presented through the actual voices of homeless individuals. Psychiatrists, psychologists, sociologists and other healthcare professionals can utilize this research to improve the quality of services provided to individuals that are homeless.

After depicting the local history of her small southern city, she describes the prayer service she co-leads in a homeless shelter. Clients offer words of faith and encouragement that take the form of prayer, sayings, testimony, song, and short sermons. Dunlap describes both these forms of expression and their theological content. She asserts that these forms and beliefs are a means of survival and resistance in a hostile world. The ways they serve these purposes are further demonstrated in life stories told as testimonies, incorporating scripture, sayings, oral tradition, and popular culture. Dunlap concludes that white supremacy and neoliberalism have produced the problem of homelessness in America and are forms of idolatry. The faith and practices shared at the shelter are spiritual and theological resources for people in the grip of and seeking freedom from this idolatry. Claiming that only God can free us from bondage to idolatry and that to draw close to the poor is to draw close to God, Dunlap calls for proximity to people living without homes who are practicing their faith amid poverty.

Book excerpt: I examine how women staying in a domestic violence shelter attach meaning to domestic violence shelter spaces, and how this contributes to their well-being, as well as how domestic violence shelter spaces influence the physical, social, and emotional experiences of residents during their time in the shelter. In the United States, and worldwide, domestic violence remains an issue that is in need of more attention and research. Shelters can offer refuge from the physical, sexual, economic, and psychological abuse victims of domestic violence often experience. Although shelters can provide relief in times of crisis, the environment of shelters can be a difficult adjustment. To frame my project, I use McDowell (1999)’s theory of feminist geographies and Zerubavel (1991)’s boundary making theory. Using qualitative interviews and an analysis of the shelter space, I studied both domestic violence shelter residents and domestic violence advocates to study how spaces matter for shelter experiences and resident well-being. I found that living in a shelter is a compensatory experience--residents gain many things, but it comes at the price of sacrificing something. I highlight findings related to safety, communal living and privacy, feelings of home and comfort, and empowerment and autonomy. My research found that domestic violence shelter spaces matter for shelter residents, and contributed to overall well-being of residents, despite some of the shortcomings of the shelter. My research adds to the literature on geography, shelters, and domestic violence. It highlights the voices of women familiar with domestic violence, and shows that spaces of all kinds should not be taken for granted.

Prashan Ranasinghe focuses on how the founding ethos of the shelter, an ethic of care, is conceptualized and practiced by examining its successes and failures. Ranasinghe reveals how this logic is diluted and adulterated because of two other important logics, security and legality, which, working alongside, take precedence and trump the import of care. The care that is deployed is heavily legalized and securitized and it is also administered inconsistently and idiosyncratically. As a result, disorder and confusion pervade the shelter. Helter-Shelter offers a unique perspective on the delivery of care, and how this laudable intention faces such daunting challenges.
