Book excerpt: The Routledge Handbook on Informal Urbanization investigates the mutual relationship between the struggle for political inclusion and processes of informal urbanization in different socio-political and cultural settings. It seeks a middle ground between two opposing perspectives on the political meaning of urban informality. The first, the ‘emancipatory perspective’, frames urban informality as a practice that fosters autonomy, entrepreneurship and social mobility. The other perspective, more critical, sees informality predominantly as a result of political exclusion, inequality, and poverty. Do we see urban informality as a fertile breeding ground for bottom-up democracy and more political participation? Or is urban informality indeed merely the result of a democratic deficit caused by governing autocratic elites and ineffective bureaucracies? This book displays a wide variety of political practices and narratives around these positions based on narratives conceived upon specific case cities. It investigates how processes of urbanization are politicized in countries in the Global South and in transition economies. The handbook explores 24 cities in the Global South, as well as examples from Eastern Europe and East Asia, with contributions written by a global group of scholars familiar with the cases (often local scholars working in the cities analyzed) who offer unique insight on how informal urbanization can be interpreted in different contexts. These contributions engage the extreme urban environments under scrutiny which are likely to be the new laboratories of 21st-century democracy. The overuse of natural resources and the resulting pollution of the environment need to be better understood in financial terms. Uncontrolled development can result in damage to the environment in terms of the release of toxic substances and hazardous waste. The increasing number of new chemical compounds poses a major challenge to the environment as it is difficult in many cases to predict their effects and take appropriate decisions. Their economic impact can be particularly challenging. The book examines issues related to whether some forms of development are compatible with environmental protection, particularly in cases of possible serious contamination and toxicity. The demand for development land has led to the reuse of properties that have been abandoned for a variety of reasons. Many of them are brownfields, sites which have deteriorated in different ways, including by contamination. These sites are usually a burden in terms of economic losses and contribute to the detriment of the quality of life of entire neighbourhoods. Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.
