However, these attempts in using non-violent strategies were frequently overshadowed by the armed tactics of militant groups. Drawing from extensive interviews, surveys, and observations in the West Bank, this book provides an in-depth study of the often-overlooked aspects of popular resistance in Palestine. The book demonstrates how such unarmed tactics have considerable support amongst the local population particularly when they are framed as a strategy rather than just as a moral preference. However, whilst recognizing the successes of many civil-based initiatives, the author examines why a unified popular movement never fully emerged. She argues that obstacles extended beyond occupation policies to include political constraints from the Palestinian Authority, and agenda-setting efforts from sectors of the international community. Nevertheless, many activists continue to work creatively through diverse channels and networks to broaden the space for civil resistance. Combining critical analysis with activist narratives and community case studies, the book provides a comprehensive and compelling look at non-violent activism in the second intifada, offering a fresh perspective on the Israeli-Palestinian conflict, and illustrating both the challenges and opportunities in mobilizing for popular struggle.

The book examines the ways in which Palestinian politics during the second intifada has been entangled with the broader social and political changes that are associated with postcolonial late modernity. It is argued that the dislocation between modern colonial and late modern/postcolonial regimes of power and subjectivity greatly complicates the map of power and resistance in contemporary Palestine, and also renders articulation of national unity and hegemonic political strategy increasingly unlikely. Book excerpt: In this nuanced and detailed study of newspaper reporting during the escalation of the second Intifada in the fall of 2000, Daniel Dor shows how real events are subject to distortion and manipulation by the media. In an analysis of the heart of Israel's media establishment -- the newspapers Yediot Ahronot, Ma'ariv, and Ha'aretz -- he finds a wide gap between the reality reported by field reporters and the eventual newspaper accounts framed by editors. Led by beliefs, opinions, and emotional responses rather than the facts provided by their reporters, these editors created a platform on which a new and fearful narrative for Israeli--Palestinian relations was built. Yet while Dor demonstrates that the media construct the news rather than simply report it, his sophisticated analysis also shows that no one entity or person is responsible. Rather than a supreme authority, Dor argues, it is the influence of fear, anger, ignorance, and a desire to please and sell newspapers that threatens the freedom of the press in a liberal democracy.

Book excerpt: A critical examination of the history of US-Palestinian relations The United States has invested billions of dollars and countless diplomatic hours in the pursuit of Israeli-Palestinian peace and a two-state solution. Yet American attempts to broker an end to the conflict have repeatedly come up short. At the center of these failures lay two critical factors: Israeli power and Palestinian politics. While both Israelis and Palestinians undoubtedly share much of the blame, one also cannot escape the role of the United States, as the sole mediator in the process, in these repeated failures. American peacemaking efforts ultimately ran aground as a result of Washington’s unwillingness to confront Israel’s ever-deepening occupation or to come to grips with the realities of internal Palestinian politics. In particular, the book looks at the interplay between the U.S.-led peace process and internal Palestinian politics—namely, how a badly flawed peace process helped to weaken Palestinian leaders and institutions and how an increasingly dysfunctional Palestinian leadership, in turn, hindered prospects for a diplomatic resolution. Thus, while the peace process was not necessarily doomed to fail, Washington’s management of the process, with its built-in blind spot to Israeli power and Palestinian politics, made failure far more likely than a negotiated breakthrough. Shaped by the pressures of American domestic politics and the special relationship with Israel, Washington’s distinctive “blind spot” to Israeli power and Palestinian politics has deep historical roots, dating back to the 1917 Balfour Declaration and the British Mandate. The size of the blind spot has varied over the years and from one administration to another, but it is always present.

This study argues that Egypt's policy towards the second Intifada may best be understood by scrutinizing several circles of reference that directly affected its policymaking process throughout the long years of the bloody Palestinian-Israeli conflict. These circles of reference comprise interests and calculations derived from: Egyptian internal issues, regional factors (Egypt's general role and position in the Arab world, and its relations with the Palestinians in particular), Egypt's relations with Israel, and its strategic ties with the United States. The growing strength and expansion of the global Islamic terrorist network that challenges the stability of the present Arab regimes constitutes a linchpin at every layer. Egypt's foreign policy is based on Realpolitik, that is, on pragmatic and material factors rather than on ideological or moral considerations. Safeguarding its national interests is Egypt's prime goal. In this regard, Egypt considers the peace with Israel as a strategic national asset. The abrogation of the peace treaty with Israel has never been an option, even during the worst days of the Intifada. Egypt has shown exemplary restraint throughout the conflict. Despite occasional harsh anti-Israeli statements aimed mainly at easing internal and external pressures, Egypt can, on the whole, be seen as a responsible and stabilizing factor vehemently striving to prevent regional escalation. This study is based primarily on Egyptian sources, as well as interviews and conversations with senior members of the Al-Ahram Center for Strategic Studies. It also draws on other primary and secondary sources in Arabic, Hebrew, and English. The book will be essential reading for all scholars involved and engaged with the Israel-Arab conflict.

Regular Soldiers, Irregular War presents a theoretical framework for understanding the various forms of behavior in which soldiers engage during counterinsurgency campaigns—compliance and shirking, abuse and restraint, as well as the creation of new violent practices. Through an in-depth study of the Israeli Defense Forces' repression of the Second Palestinian Intifada of 2000–2005, including in-depth interviews with and a survey of former combatants, Devorah Manekin examines how soldiers come both to unleash and to curb violence against civilians in a counterinsurgency campaign. Manekin argues that variation in soldiers' behavior is best explained by the effectiveness of the control mechanisms put in place to ensure combatant violence reflects the strategies and preferences of military elites, primarily at the small-unit level. Furthermore, she develops and analyzes soldier participation in three categories of violence: strategic violence authorized by military elites; opportunistic or unauthorized violence; and "entrepreneurial violence"—violence initiated from below to advance organizational aims when leaders are ambiguous about what will best serve those aims. She returned in 2008 to examine the progress they had made in working for a just and lasting peace. By raising awareness of these groups’ existence, Hallward provides a much richer investigation of available options for peacemaking in Israel, which is otherwise dominated by violence and armed strategies.
