The citizens of Rochester have elected you and I to take charge of the City's affairs for the year 1924. I appreciate very much the honor conferred upon me, and I realize the responsibility of my position deeply. The one gratifying feature, however, is to know that you are to share that responsibility with me. I know I speak your mind when I say, "We want to make good," therefore, I plead for unity. With your assistance, your Mayor can accomplish most everything required of him. Without your cooperation his work will be difficult. The tax payers of this City will watch us closely; we will be criticised, but if we are honest with each other and honest with the City, then as this year draws to a close we can look with plasure on the service we have rendered. We live in an age of action; the public demands service; let us continue the good work by helping to make Rochester a larger and more progressive City in which to live. We have carried out all those plans, plus facing new problems which have been solved. The City has progressed in an orderly manner in the past four years and some of the decisions that you Councilmen had to make, although not popular, were in the best interest of the City. My special thanks must go to the Democrats who most often voted for the good of the City, and without their co operation we could not have progressed. It has been a distinct pleasure working with this Council, and I wish to thank you all for your courtesy and cooperation. The problems that the incoming Council face are not too numerous with one exception Water Pollution. The State Water Pollution Commission has granted an extension of time until December 20, 1965, which should give plenty of time to make a thorough study in regards to financing this project. I wish to congratulate Mayor Royal H. Edgerly, Sr. And the members of the 1964 Council and wish them a successful administration. Personally I am glad to see that citizens generally are taking so much interest in the affairs of the City.
