The Lord Advocate's multifarious duties, public and private, render it quite impossible for him to attend to them personally; and the appointment of Sir William Dunbar, as a kind of under-secretary of State for Scotland, practically the Lord Advocate's legislative assistant, does not seem to have improved matters. Scottish business is huddled into corners, hurriedly and unsatisfactorily debated, pushed into discussion at two or three in the morning, to Saturday forea and other mid -day sederunts, to anticipatory discussions at Gwydr House - where a kind of Scot tish Parliament is sometimes held; and yet, with all these makesh ifta, everybody knows, who cares about it, that Scottish business is all done in a manner which is eminently unsatisfactory to all concerned - to the Advocate himself, we are sure, not less than to others. Such a mode of conducting the parliamentary busi ness of this part of the Empire is deserving of serious attention; its effects are patent in our statute book, especially for the last thirty years, and every year it is becoming more and more apparent. Will our active Members of Parliament, who have no more exciting subject than the Public Houses Bill of the Member for Bate, take the mode of conducting Scot tish business into their serious consideration, and apply some efficient remedy? It would confer more good on the country, and entail more lasting fame on the Member who should carry it, than a dozen such Bills as that of the honourable and learned Member for Bate. James patrick bannerman robertson, whose portrait we give this month, has attained the highest position in the legal profession in Scotland at the unusually early age of forty-six. Mr. Robertson was born at Forteviot, Perthshire, in 184-5. He is the son of the late Rev. R. Robertson, of Forteviot, by Helen, daughter of the Rev. J. Bannerman, of Cargill, Perth shire. Educated at the Royal High School and the University of Edinburgh, he took the degree of m.a. In 1864, and was called to the Scottish bar in 1867, was made a qc. In 1885, and was appointed solicitor-general 'for Scotland in the same year. In August, 1886, he was re-appointed to the same office on the accession of Lord Salisbury's Government, and he suc ceeded to the office of Lord Advocate in October, 1888, on the elevation of Lord Advocate Macdonald as Lord J ustice Clerk. In 1891, on the death of Lord President Inglis, he was appointed to the vacant ofice, thereby becoming the head of the Court of which for years he had been a brilliant ornament. Mr. Robertson was sworn in as a Privy Councillor in 1888. He represented Buteshire in Parliament from 1885 until his elevation to the bench. Mr. De Souza, a coloured barrister, was, it will be remembered, sentenced to be fined 500 dollars, and to be imprisoned for six months. The contempt consisted in the publication of certain newspaper articles reflecting upon the decisions of the Court. The Judicial Committee were moved the other day for leave to appeal. After argument the leave was granted, but the Committee were of opinion that they had no power to deal with the question of interim liberation, upon which matter any application must be made, not to the judicial, but to the executive advisers of Her Majesty.
