School Lunch Politics covers this complex and fascinating part of American culture, from its origins in early twentieth-century nutrition science, through the establishment of the National School Lunch Program in 1946, to the transformation of school meals into a poverty program during the 1970s and 1980s. Susan Levine investigates the politics and culture of food; most specifically, who decides what American children should be eating, what policies develop from those decisions, and how these policies might be better implemented. Even now, the school lunch program remains problematic, a juggling act between modern beliefs about food, nutrition science, and public welfare. Levine points to the program menus' dependence on agricultural surplus commodities more than on children's nutritional needs, and she discusses the political policy barriers that have limited the number of children receiving meals and which children were served. But she also shows why the school lunch program has outlasted almost every other twentieth-century federal welfare initiative. In the midst of privatization, federal budget cuts, and suspect nutritional guidelines where even ketchup might be categorized as a vegetable, the program remains popular and feeds children who would otherwise go hungry. Yet the national nutrition standards and meal requirements for these meals were created more than a decade ago, making them out of step with recent guidance about children's diets. With so many children receiving as much as 50 percent of their daily caloric intake from school meals, it is vital for schools to provide nutritious food alongside the best possible education for the success of their students. At the request of U.S. Department of Agriculture (USDA), the Institute of Medicine assembled a committee to recommend updates and revisions to the school lunch and breakfast programs. The first part of the committee's work is reflected in the December 2008 IOM report Nutrition Standards and Meal Requirements for National School Lunch and Breakfast Programs: Phase I. Proposed Approach for Recommending Revisions. Phase II of the report is expected in Fall 2009. This first report provides information about the committee's approach as it reviews the school lunch and breakfast programs. In the report's second part, the committee will share its findings and recommendations to bring these meals more in line with today's dietary guidelines. The committee welcomes public comments about its intended approach. An open forum will be held January 28, 2009 in Washington, DC to receive input from the public. The regulations proposed a decrease in: the amount of protein-rich foods (to one and one/half ounces); fruits or vegetables (to one/half cup); bread (to 1 serving); and milk (to 6 ounces for elementary children). The wisdom of the proposal was questioned by subcommittee Chairman Perkins who believes it will deprive children of nutrients needed for growth, health, and well-being. Interested parties voiced their concerns either for or against the proposals. Statements were received from advocacy groups, food service directors, USDA officials, nutrition experts, parents, and professional organizations.
