Forming part of an archipelago stretching from Kamchatka to Hokkaido, administered by Russia but claimed by Japan, these disputed islands offer new perspectives on the ways in which territorial visions of the nation are refracted, inverted, and remade in a myriad of different ways. At the Edge of the Nation provides a unique account of how the Southern Kurils have shaped the parameters of the Russian state and framed debates on the politics of identity in the post-Soviet era. By shifting the debate beyond a proliferation of Eurocentric and Moscow-focused writings, Paul B. Richardson reveals broad alternatives and possibilities for Russian identity in Asia. After the dissolution of the Soviet Union in 1991, when Russia was suffering the fragmentation of empire and a sudden decline in its international standing, these disputed islands became symbolic of a much larger debate on self-image, nationalism, national space, and Russia’s place in world politics. When viewed through the prism of the Southern Kurils, ideas associated with the “border,” “state,” and “nation” become destabilized, uncovering new insights into state-society relations in modern Russia. The authors argue that the problems Moscow and Tokyo inherited from the decades of the Cold War cannot be resolved through a narrow bilateral approach and will require constructure U.S. participation. The problem of the Northern Territories is examined in the context of the North Pacific regional security environment. The authors explore the prospects for cooperative regional engagement, a nuclear build-down in the North Pacific, and possible involvement of the UN in the resolution of the territorial dispute. The dissolution of the Soviet Union raised hopes for a rapid improvement of Japanese-Russian relations. This is important to both global and regional stability, peace, and security in Northeast Asia, and to Russia's transition to new relations with the West. Both Russia and Japan are in the process of domestic change and have weak political leadership. Yeltsin's visit to Tokyo in October 1993 was a cause for relief and for hope as the two nations discussed their common concerns. However, the Northern Territories remains a serious obstacle to improved relations. In this book an attempt is made to go back to the origins of the conflict in Japan-Russia relations, to discuss their current status, and to propose an agenda for the future. There was a broad consensus among the diplomats, academic researchers, political analysts, and journalists whose writings are part of this collection. First, the problems Moscow and Tokyo inherited from the decades of Cold War cannot be resolved through a narrow bilateral approach and will require constructive U.S. participation. Second, the interconnection between bilateral, regional, and global trends created a new context for Moscow-Tokyo dialogue and cooperation. Third, the problem of the Northern Territories cannot be separated from the realities of the North Pacific regional security environment, which is still under the residual influence of the Cold War. The authors explore the prospects for cooperative regional engagement, a nuclear build-down in the North Pacific, and possible involvement of the UN in the resolution of the territorial dispute. Among the problems that require immediate attention, the writers focus on defense conversion, and dismantlement and disposing of nuclear weapons, and prospects for trilateral partnership that will serve the purpose of multilateral cooperation in the North Pacific/Northeast Asian region.

Book excerpt: The unresolved territorial dispute between Japan and Russia over the South Kuril Islands/Northern Territories remains the largest obstacle to concluding a peace treaty and fully normalising bilateral relations between the two nations. This book traces the evolution of transnational relations between subnational public authorities in Hokkaido and Sakhalin, examining the interrelationship between these ties and the Russo-Japanese territorial dispute. The book investigates why the development of Hokkaido-Sakhalin relations has failed to create, at the subnational level, an environment conducive to resolving (kankyo seibi) the South Kuril Islands/Northern Territories dispute. Brad Williams suggests that kankyo seibi has not worked primarily because Russia’s troubled transition to a liberal democratic market economy has manifested itself in ways that have ultimately increased the South Kuril Islands’ intrinsic and instrumental value for the Sakhalin public and regional elite. This in turn has limited the impact from the twin transnational processes of cultural and economic exchange in alleviating opposition to the transferral of these disputed islands to Japan. Drawing upon a wealth of primary and secondary sources from both countries, this book utilises levels of analysis and an analytical framework that incorporates national and subnational, as well as governmental and non-governmental forces to discuss a relatively unexplored aspect of Russo-Japanese relations. This thesis attempts to answer whether the dispute may be solved, and what is necessary for resolution. The argument is made that the islands have little strategic or material value of themselves, but symbolically they are of great value to both Russia and Japan. Public opinion and domestic politics in both countries drives the debate and is the reason for the stalemate, as there is almost no room for negotiators to work with. There is increased cooperation and better relations between Japan and Russia, and both countries recognize benefits that would come about if the territorial dispute was resolved. However, because the issue is swathed in pride and symbolism, resolution in the near term is unlikely unless an external stimulus provides an incentive to change the paradigm upon which Russo-Japanese relations are based.

The failure of Gorbachev's Asian initiatives has had dramatic consequences, by the late 1980s, the Soviet Union was in full retreat from Asia, and since the Soviet collapse, Russia has been left on the sidelines of the "Pacific century." In this exceptionally wide-ranging and deeply researched book, Sergey Radchenko offers an illuminating account of the end of the Cold War in the East, tracing the death of Soviet ambitions in Asia. Having emerged at the end of World War II, this conflict has now existed for more than seven decades. And yet, despite the passage of so much time, within Japan there remains a resilience of belief that the islands will eventually be returned. This book provides a comprehensive analysis of Japan’s prospects of ever recovering these "Northern Territories". Offering an in-depth account of why the Japanese side believe they still have a chance of securing the return of the four islands, it also provides an objective and methodical evaluation of the prospects of these expectations being realised. The key finding is that Japanese policymakers and scholars have consistently overestimated the extent of Japan’s leverage with regard to Russia, and that there is, in fact, already no possibility whatsoever of sovereignty over the four islands being restored to Japan. This has major implications for Japanese decision makers who must balance their principled commitment not to compromise on territorial issues with more pragmatic considerations of energy security and how to contain the rise of Chinese regional power. For many in the West, Moscow's actions in early 2014 marked the end of illusions about cooperation, and the return to geopolitical and ideological confrontation. Russia, for so long a peripheral presence, had become the central actor in a new global drama. In this groundbreaking book, renowned scholar Bobo Lo analyzes the broader context of the crisis by examining the interplay between Russian foreign policy and an increasingly anarchic international environment. He argues that Moscow's approach to regional and global affairs reflects the tension between two very different worlds—the perceptual and the actual. The Kremlin highlights the decline of the West, a resurgent Russia, and the emergence of a new multipolar order. But this idealized view is contradicted by a world disorder that challenges core assumptions about the dominance of great powers and the utility of military might. Its lesson is that only those states that embrace change will prosper in the twenty-first century. A Russia able to redefine itself as a modern power would exert a critical influence in many areas of international politics.
