Book excerpt: Modern farm policy emerged in the United States in 1862, leading to an industrialized agriculture that made the farm sector collectively more successful even as many individual farmers failed. Ever since, a healthy farm economy has been seen as the key to flourishing rural communities, and the problems of rural nonfarmers, former farmers, nonfarm residents, and unfarmed regions were ignored by policymakers. In The Failure of National Rural Policy, William P. Browne blends history, politics, and economics to show that federal government emphasis on farm productivity has failed to meet broader rural needs and actually has increased rural poverty. He explains how strong public institutions, which developed agrarianism, led to narrowed concepts of the public interest. Reviewing past efforts to expand farm policy benefits to other rural residents, Browne documents the fragmentation of farm policy within the agricultural establishment as farm services grew, the evolution of political turf protection, and the resultant difficulties of rural advocacy. Arguing for an integrated theory of governing institutions and related political interests, he maintains that nonfarm rural society can make a realistic claim for public policy assistance. Written informally, each chapter is followed by comments on the implications of its topics and summaries of key points. Book excerpt: Kechnie places the WI within the context of the country life movement emanating from the United States, arguing that Ontario farm women's attempts to organize should be viewed as part of the Department of Agriculture's efforts to revive the flagging fortunes of the Farmers' Institutes and encourage farm women to embrace "scientific home management" in order to modernize farm homes and discourage the depopulation of Ontario's farms. While many men and women within the farm community supported the government's attempts to encourage "book farming," many others resisted the state's educational initiatives and identified with the independent farm movement. In order to ensure the success of the WI the Ontario Department of Agriculture provided funds to hire organizers and the organization was encouraged to develop branches outside farming areas, even if this meant ignoring the needs of farm women. By the end of the World War I the WI had become one of the largest women's organizations in the province but was widely known not for its emphasis on scientific home management but for its community activism.

Book excerpt: This study examines the nature and effects of terrorism by focusing on the ideology and activities of an extreme-left revolutionary faction - France's Action directe (AD). The author then explains how a violent group could appear in a stable Western society such as France. The author argues that the term 'terrorism' cannot account for varying degrees and intensities of political violence. Despite the often cited and allegedly strong association between terrorism and menace to society and government, AD was generally more threatened than were French society or institutions. The motives for its increasingly lethal violence are explained by reference to French political traditions, in which violent protest frequently signifies ideological struggle against political rules. AD's goals and preoccupations had many similarities to previous post-1789 extreme-left protest groups. The organization based its rationale for political violence on gauchisme and May 1968. In the late 1970s the ideals of gauchiste radicals from groups such as Gauche proletarienne lived on in fringe anarchist and Maoist groups. A potent ideological 'cocktail' spiked with anarchism and Maoism was thus transmitted to AD. AD itself continued to change as a result of ideology. In the 1980s, internal disagreements split the organization into two groups: Action directe nationale (ADn) and Action directe internationale (ADi). ADn and ADi subsequently developed separate appeals to their largely mythical political 'clientele'. ADn focused on French current affairs, business and politics. ADi analysed global conditions and justified its assassinations as part of a struggle against 'imperialist projects'. The case of these twogroups illustrates the importance of ideology in explaining French extreme-left political violence. AD reacted to the consolidation of an ideological consensus in France during the 1980s, producing an ideology that both contained traditional political themes and anticipated later mainstream preoccupations. AD's fatal obsession was its pursuit of violent revolution at a time when mass-based anti-regime protest was absent. The group mixed millenarianism, workerism and nihilism in a violent but futile assault on a stable advanced industrial democracy.

Book excerpt: In The Landscape of Reform Ben Minteer offers a fresh and provocative reading of the intellectual foundations of American environmentalism, focusing on the work and legacy of four important conservation and planning thinkers in the first half of the twentieth century: Liberty Hyde Bailey, a forgotten figure in the Progressive conservation movement; urban and regional planning theorist Lewis Mumford; Benton MacKaye, the forester and conservationist who proposed the Appalachian Trail in the 1920s; and Aldo Leopold, author of the environmentalist classic A Sand County Almanac . Minteer argues that these writers blazed a significant "third way" in environmental ethics and practice, a more pragmatic approach that offers a counterpoint to the anthropocentrism-versus-ecocentrism—use-versus-preservation—narrative that has long dominated discussions of the development of American environmental thought. Minteer shows that the environmentalism of Bailey, Mumford, MacKaye, and Leopold was also part of a larger moral and political program, one that included efforts to revitalize democratic citizenship, conserve regional culture and community identity, and reclaim a broader understanding of the public interest that went beyond economics and materialism. Their environmental thought was an attempt to critique and at the same time reform American society and political culture. Minteer explores the work of these four environmental reformers and considers two present-day manifestations of an environmental third way: Natural Systems Agriculture, an alternative to chemical and energy-intensive industrial agriculture; and New Urbanism, an attempt to combat the negative effects of suburban sprawl. By rediscovering the pragmatic roots of American environmentalism, writes Minteer, we can help bring about a new, civic-minded environmentalism today.
