This book is a collection of four essays published by Pareto regarding the ruling class in Italy. The major essay is in English and the rest are in French. Essays include: 1. The Parliamentary Regime in Italy. 2. Lettre d'Italie [two essays] 3. L'Etatisme en Italie It is a basic axiom for Pareto that people are unequal physically, as well as intellectually and morally. In society as a whole, and in any of its particular strata and groupings, some people are more gifted than others. Those who are most capable in any particular grouping are the elite. The term "elite" denotes simply a class of the people who have the highest indices in their branch of activity. Pareto argues that "It will help if we further divide that [elite] class into two classes: a governing elite, comprising individuals who directly or indirectly play some considerable part in government, and a non- governing elite, comprising the rest." His main discussion focuses on the governing elite.

Book excerpt: From the Mesoamerican highlands to the Colca Valley in Peru, pre-Columbian civilizations were bastions of power that have largely been viewed through the lens of rulership, or occasionally through bottom-up perspectives of resistance. Rather than focusing on rulers or peasants, this book examines how intermediate elitesÑboth men and womenÑhelped to develop, sustain, and resist state policies and institutions. Employing new archaeological and ethnohistorical data, its contributors trace a 2,000-year trajectory of elite social evolution in the Zapotec, Wari, Aztec, Inka, and Maya civilizations. This is the first volume to consider how individuals subordinate to imperial rulers helped to shape specific forms of state and imperial organization. Taking a broader scope than previous studies, it is one of the few works to systematically address these issues in both Mesoamerica and the Central Andes. It considers how these individuals influenced the long-term development of the largest civilizations of the ancient Americas, opening a new window on the role of intermediate elites in the rise and fall of ancient states and empires worldwide. The authors demonstrate how such evidence as settlement patterns, architecture, decorative items, and burial patterns reflect the roles of intermediate elites in their respective societies, arguing that they were influential actors whose interests were highly significant in shaping the specific forms of state and imperial organization. Their emphasis on provincial elites particularly shifts examination of early states away from royal capitals and imperial courts, explaining how local elites and royal bureaucrats had significant impact on the development and organization of premodern states. Together, these papers demonstrate that intricate networks of intermediate elites bound these ancient societies togetherÑand that competition between individuals and groups contributed to their decline and eventual collapse. By addressing current theoretical concerns with agency, resistance to state domination, and the co-option of local leadership by imperial administrators, it offers valuable new insight into the utility of studying intermediate elites.

Its origin lies elsewhere, near the overlap of history, psychoanalysis, aesthetics, and social theory of the usual kind. Weber, Pareto, Freud, W. I. Thomas, Max Scheler, Karl Mannheim, and many others of similar stature long ago wondered and wrote much about the interplay between societal rationalization and individual rationality, between collective furor and private psychopathology—in short, about the strange and worrisome union of “character and social structure” (to recall Gerth and Mills). Pondering the history of social thought in this century can lead to the unpleasant realization that such large-scale questions slipped away, especially from sociologists, sometime before World War II. Or, if not entirely lost, they were so transformed in range and rhetoric that a gap opened between contemporary theorizing and its European background. It shows that human beings thought systematically about their societies very early in their development, even if only informally, as they did not write treatises about them. In many ways, they formed a basis for all social thought that followed. The book discusses the social thought of ancient civilizations and talks about how the rationalism of Greek and Roman times and the religiosity of early and later Christianity influenced its development. The book then explains the influence of the Reformation, the change of the intellectual climate and the emergence of new approaches to the discussion about the nature of society. It talks about the theorists who argued that societies were created by social contract among people and some, like the colorful Robert Owen, advised that we should learn by doing. He tried to establish two colonies in which people would work and live together and share the products of their work among all in the colony. This was a benign socialist idea. It did not work. But soon the aggressive socialism of Karl Marx and his followers emerged. A strong trend emerged in the meantime for the scientific study of society, employing all the methods of the natural sciences. Sociology as a professional discipline thus developed. An issue emerged whether society is just a congregation of individuals or has a reality of its own. Differences among scholars emerged with American sociologists favoring individualistic sociology and Europeans favoring the reality of society approach. But the contest was crowned by Max Weber, whom some consider to be the greatest sociologist who ever lived, and his “analytical” and “verstehende” sociology. The field of sociology has spread out widely into various specializations. The book also studies popular social thought. It briefly describes Islamic social thought, looks at popular thought in Europe in the first half of the 20th century, and current American popular thought. It ends by discussing the future of social thought.
