Download or read book The Canadian Public Service written by John E. Hodgetts and published by University of Toronto Press. This book was released on 1973-12-15 with total page 563 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Canadian Public Service is now so large that it employs over ten per cent of Canada's labour force, and among its many boards, commissions, and corporations there is a constant juggling of conventional departmental portfolios in an effort to keep pace with changing public priorities. As these bureaucracies penetrate our lives more and more, there is increasing need for a study which describes and explains them. This book is the first to offer the necessary clarification. It says nothing about public servants themselves; rather it focuses on the physiognomy and physiology of the structures in which they work and through which programmes are allocated, work distributed, and policy decisions made for all of Canada. It also examines the way in which environmental forces have helped to shape our so-called administrative culture, as well as the monumental difficulties that are involved in co-ordinating the administration of this vast country, three-quarters of whose public service concerns are located outside the capital. It concludes that all of our public organizations, the public service has proven the most responsive to the forces of change, but that it has been so caught up in structural and managerial adaptation that its capacity to concern itself with substantive policy issues has been subverted.

Download or read book Taking the Air written by Paul Kopas and published by UBC Press. This book was released on 2007-12-01 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Taking the Air, Paul Kopas takes a comprehensive approach to the policy aspects of the management of parks and protected areas. He scrutinizes the policy-making process for national parks since the mid-1950s and interrogates the rationale and policies that have governed their administration. He argues that national parks and park policy reflect not only environmental concerns but also the political and social attitudes of bureaucrats, citizens, interest groups, Aboriginal peoples, and legal authorities. He explores how the goals of each group have been shaped by the historical context of park policy, influencing the shape and weight of their contributions.
Download or read book Propaganda and the Ethics of Persuasion Second Edition written by Randal Marlin and published by Broadview Press. This book was released on 2013-09-30 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book develops a sophisticated account of propaganda and its intriguing history. It begins with a brief overview of Western propaganda, including Ancient Greek theories of rhetoric, and traces propaganda’s development through the Christian era, the rise of the nation-state, World War I, Nazism, Communism, and the present day. The core of the book examines the ethical implications of various forms of persuasion, not only hate propaganda but also insidious elements of more generally acceptable communication such as advertising, public relations, and government information, setting these in the context of freedom of expression. This new edition is updated throughout, and includes additional revelations about a key atrocity story of World War I.

Available in PDF, EPUB and Kindle. Book excerpt: During the last decade, Alberta municipalities have endured hardships they have not faced since the Great Depression. Changes in the province's political structures appear to have been made primarily to transfer a greater share of the costs of local government to the municipalities, yet surprisingly few municipal politicians have resisted the province's financial policies.
Download or read book Risk Governance written by Elizabeth Sheedy and published by Routledge. This book was released on 2021-06-10 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Biases, blind spots and bonuses (or incentives more broadly) have led to numerous risk management disasters. Risk governance is a potential solution to these problems yet is not always as effective as we would like it to be. One reason for that is the current dearth of risk governance expertise. This book seeks to address this issue, providing: Understanding of the fundamental forces that cause disasters: the biases, blind spots and bonuses. This understanding is drawn from the disciplines of economics/finance and psychology; Explanation of the structures of risk governance and common challenges experienced in their use e.g. board risk committee, risk/compliance function, assurance function, risk appetite statement, risk disclosures; Thorough investigation of risk culture and its importance in risk governance, including the assessment of risk culture; Understanding of the mechanisms of executive compensation and how they link to risk management – one of the most difficult challenges confronting both risk and remuneration committees; Explanation of the risk management process (based on international standards ISO31000), including practical guidance on risk communication, analysis and treatment; Guidance on the management of strategic risk, emphasising the importance of scenario analysis; Application of these principles to cyber risk, climate risk – two pervasive risks affecting almost every organisation; Numerous case studies and examples drawn from various industries around the world; and Discussion of what has been learned about risk governance from the COVID-19 experience. The book is an essential guide for postgraduate students; participants in professional education programs in governance and risk management; directors; senior executives; risk, compliance and assurance professionals as well as conduct and prudential regulators worldwide.
