Book excerpt: Following the Introduction, the emergence of lifelong learning as the central strategy in the EU’s education and training policy is described in Chapter Two. Illustrated in a historical and international context, it reveals where the idea of lifelong learning has come from and how it has developed up to the present day. A particular focus is on EU policy after the mid-1990s as well as on the EU’s concept of lifelong learning and its objectives. Since lifelong learning is a complex concept, the provision of a broad perspective on VET in Germany and England seems inevitable in order to examine how VET fosters lifelong learning. Therefore, Deißinger’s concept of qualification styles, which explicitly aims at providing a multidimensional approach that reveals the complexities and singularities of VET systems, serves as the basis of Chapter Three to describe the main patterns of VET in Germany and England. The focus lies on initial training, though the whole system is taken into account. Chapter Four explicitly builds on Chapter Three. It examines the role of VET in promoting lifelong learning in Germany and England. The six Key Messages of the EU’s Memorandum on Lifelong Learning serve as the analytical framework for the investigation. Chapter Five summarises the findings and draws conclusions. It reveals that the approaches for promoting lifelong learning as well as the perceptions of lifelong learning differ. These findings are embedded in the wider context of EU education and training policy. The EU policy on lifelong learning is regarded critically, and attention is drawn to further research questions. Appendices provide additional information to illustrate specific aspects of some of the issues in the main text in greater detail.

Many economists and political scientists attribute the success of Switzerland to its training system which has been the subject of far fewer contributions in the political economy literature than parallel systems in Germany and Japan. As it turns out, the concept of policy transfer has not yet been discussed in this context. Within this strand of literature, the role of experts and international pressure occupies a central position. Thus, the aim of this thesis is twofold: it wants to explain the latest reform efforts during the 1990s, a critical juncture for Swiss vocational education training, and establish the role of policy transfer in this process. As has become evident, international pressure leads to policy transfer and explains the implementation of the Vocational Baccalaureate and Universities of Applied Science until the mid-1990s. In contrast, policy transfer and international pressure were not relevant in the revision of the Vocational and Professional Education and Training Act after the mid-1990s. These findings make an important contribution to the literature on Swiss training system and to the understanding of how reforms function in advanced political economies such as Switzerland.

By employing the Varieties of Capitalism approach as an analytical framework, it seeks to bridge diverging views from an innovative standpoint: While many experts argue that EU policies liberalize national training systems in spite of being ‘soft law’, Varieties of Capitalism argues that these polices do not produce a convergence of national institutions. The book maintains that European instruments such as the European Qualifications Framework and the European Credit System for Vocational Education and Training are indeed biased towards liberal training regimes. On the basis of case studies on Germany, the Netherlands and England, it shows that the initiatives were implemented in line with national training systems. Thus, European soft law does not lead to a convergence of training regimes – or, as the book posits, of welfare states in general.

The two key features of that system are (a) firm-based training programs accompanied by a schoolbased component (of one to two days per week), in which apprentices acquire upper secondary general education in core subjects (like math and German) and theoretical knowledge in their training occupation. This duality of practical and theoretical knowledge acquired at the workplace and at vocational schools is (b) accompanied by the private-public duality in the governance structure (i.e., public governance of the vocational schools, provide governance of the firm-based training). In the recent recession, this so-called dual system has received much international attention, for instance in the US, UK, or Spain. Whereas youth unemployment has increased enormously in the last years in many (European) countries, this has not been the case in Germany. From the outside, therefore, it may look as if Germany's low youth unemployment rate is to be credited to the dual system.
