Conflicts resulting from different communication practices, as well as forms of innovation, revolve around rules that are not self-evident. Political actors such as princes and cities, chanceries, secretaries, ambassadors, and councillors formed rules of political participation, which became visible in written documentation. These rules were both formed and negotiated via processes of communication (a practice-oriented understanding of political participation). Medieval chanceries can thus be understood as a vast field of experimentation where different solutions were tested, passed on, or discarded. This book explores communication practices in German, French, Italian, Tyrolian, and Gorizian chanceries, as well as at diets from the tenth to the sixteenth century. Its chapters examine royal, monastic, princely, and communal chanceries. For the early and high Middle Ages, a close analysis of documents will reconstruct negotiation and communication from within the documents themselves. For the later Middle Ages, focus will turn to the chancery, with the appearance of chancery orders and chancery annotations that provide explicit insight in communication between the chancellors, secretaries, and political authorities (princes or cities). The growing amount and variety of documents issued in the late Middle Ages allows us to retrace conflicts resulting from differing chancery practices as well as attempts to reorganise the chancery into a political instrument for the prince. The processes of political communication will be followed in three parts. Part I focuses on the rules within documents. Part II looks at administrative processes within specific chanceries, while Part III explores forms of exchange between the chancery and other political actors.

Book excerpt: The so-called Mamluk sultans who ruled Egypt and Syria between the late thirteenth and early sixteenth centuries AD have often been portrayed as lacking in legitimacy due to their background as slave soldiers. Sultanic biographies written by chancery officials in the early period of the sultanate have been read as part of an effort of these sultans to legitimise their position on the throne. This book reconsiders the main corpus of six such biographies written by the historians Ibn ʿAbd al-Ẓāhir (d. 1293) and his nephew Shāfiʿ ibn ʿAlī (d. 1330) and argues that these were in fact far more complex texts. An understanding of their discourses of legitimisation needs to be embedded within a broader understanding of the multi-directional discourses operating across the texts. The study proposes to interpret these texts as "spectacles", in which authors emplotted the reign of a sultan in thoroughly literary and rhetorical fashion, making especially extensive use of textual forms prevalent in the chancery. In doing so the authors reimagined the format of the biography as a performative vehicle for displaying their literary credentials and helping them negotiate positions in the chancery and the wider courtly orbit.

Book excerpt: This book focuses on why the diffusion of the political theology of royal wisdom created “Solomonic” princes with intellectual interests all around the medieval West and how these learned rulers changed the face of Western Europe through their policies and the cultural power of medieval monarchy. Princely wisdom narratives have been seen simply as a tool of royal propaganda in the Middle Ages but these narratives were much more than propaganda, being rather a coherent ideology which transformed princely courts, shaped mentalities, and influenced key political decisions. This cultural power of medieval monarchy was channelled mainly through princely patronage of learning and the arts, but the rise of administrative monarchy and its bureaucracy are equally related to these policies. This can only be understood through a cultural approach to the history of medieval politics, that is, a history of the relationship between knowledge and power in the Middle Ages, a topic much analyzed regarding the medieval church but sometimes neglected in the princely sphere. This volume is a study that supplies an important comparative study of the reception in princely courts of a key aspect of European medieval civilization: The ideal of Christian sapiential rulership and its corollary, rationality in government.
