The thesis analyzes the basic functions, activities, and problems faced by the Civil Service Council in the provision of services such as recruitment, examination, selection and pre-entry and post-entry training; control over administrative action; and the development of personnel policies and regulations. The thesis examines also the role of the Civil Service Council and the difficulties it faced in the rehabilitation of the administrative apparatus within the context of the modernization of the Lebanese Civil Service as it is one priority of the National Recovery Program that was recently launched. The methodology adopted consists of a description and analysis of the relevant documents, and extensive interviews with the personnel of the Civil Service Council and other public officers. Consequently, the study relies heavily upon field work and content analysis. The main findings of this study indicate that after the end of the Civil War, the Civil Service Council assumed its role as a central personnel agency that would render the Lebanese personnel management system operational. It reactivated its prescribed functions in terms of services provision, control provision and the development of personnel policies and practices. It had to accompany too the reform process initiated by the Lebanese government under the leadership of Minister Anwar Al-Khalil and that targeted the renewal of the Lebanese civil service. But the Civil Service Council faced many problems, some were priority problems related to the working conditions and the vacancies in the Civil Service Council cadre; others were more deeply rooted problems pertinent to the lack of sufficient support provided to the Council by the political authority; the pressure and interferences exercised upon it; its relation with other public agencies including its fluctuating interaction with the Office of Institutional Development headed by Minister Anwar al-Khalil; and the internal problems of its own apparatus that hindered its performance. Such problems are being dealt with. In conclusion, in spite of the problems faced, the Civil Service Council was able to reactivate its role. In fact two parallel processes were being carried out simultaneously: One process is the reactivation of the Civil Service Council functions that were frozen during the war; and the second is the introduction of major changes into the Civil Service Council machinery to remedy the institutional and technical problems that hindered its work and to cope with the overall institutional development program launched by the Lebanese government. This thesis is divided into six chapters. Chapter one describes the development of personnel administration in Lebanon in accordance to the reform attempts that were launched throughout the history of the Lebanese civil service. Chapter two deals with the organizational framework of the Civil Service Council and its basic functions alongside the description of the British and American Civil Service Commissions. Chapter three deals with the activities that were carried out by the Civil Service Council especially after the end of the civil war. Chapter four describes the relation of the Civil Service Council with the new agency for reform, the Office of Institutional Development headed by Minister Anwar Al-Khalil and the instances of such interaction. Chapter five deals with the various problems facing the Civil Service Council and the measures initiated to solve them. Finally chaper six deals with the conclusions reached at the end of this study and the recommendations presented.
