Book The Role of the Fund in the Poverty Reduction Strategy Process and Its Collaboration with Donors

Download or read book The Role of the Fund in the Poverty Reduction Strategy Process and Its Collaboration with Donors written by International Monetary Fund and published by International Monetary Fund. This book was released on 2007-09-21 with total page 37 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper proposes an approach to making the MTS operational as it relates to the Fund’s work in LICs that would define more precisely the Fund’s responsibility and accountability in the PRSP and donor collaboration processes. The proposed activities are not “new,” but represent an intensification of existing work and its extension to the all LICs as appropriate. This would help clarify expectations as to the Fund’s role, and establish a consistent institutional approach to collaborating with donors and other stakeholders on the ground.

Book The Poverty Reduction Strategy Initiative

Download or read book The Poverty Reduction Strategy Initiative written by William G. Battaile and published by World Bank Publications. This book was released on 2005 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an independent assessment of the Poverty Reduction Strategy Initiative for the World Bank as well as the broader development community. It offers a in-depth review of the progress thus far, with particular focus on the role and effectiveness of the Bank's support, drawing from extensive discussions with national stakeholders in Poverty Reduction Strategy (PRSP) countries, research and analytical work, and country case study reports on ten PRSP countries: Albania, Cambodia, Ethiopia, Guinea, Mauritania, Mozambique, Nicaragua, Tajikistan, Tanzania, and Vietnam. The author of The Poverty Reduction Strategy Initiative concludes that the Initiative has led to improvements in national strategies and processes in some low-income countries, such as an increased poverty focus, a higher profile for monitoring results, and better donor-government dialogue. However, the contribution to broad poverty reduction, especially in more difficult country environments, is largely in jeopardy without significant changes. The author argues that the Initiative should be reoriented toward improving domestic processes and less on completion of documents, customizing the approach to particular country circumstances, filling analytical gaps to better understand which actions will provide the greatest poverty pay-off, and making sure the assistance programs of external partners are anchored in the country's poverty reduction strategy.

Book Budget Support as More Effective Aid

Download or read book Budget Support as More Effective Aid written by Stefan Koeberle and published by World Bank Publications. This book was released on 2006-01-01 with total page 538 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Budget support has become an increasingly important instrument in the context of a partnership-based approach to development assistance. Compared to traditional modes of aid delivery, it promises greater country ownership, reduced transaction costs, better donor coordination, scaling up of poverty reduction and potentially greater development effectiveness. This book presents a timely and valuable review of key concepts, issues, experiences and emerging lessons relevant to budget support. It provides an overview of principal characteristics, expectations and concerns related to budget support, key design and implementation issues, as well as some practical experiences. The contributors include government representatives from developing countries, leading academic scholars, bilateral development agencies and development practitioners from international financial institutions, including the World Bank and the International Monetary Fund. They present a wide range of views on key issues such as the choice of instruments, alignment of budget support with country programs, predictability, and coordination and conditionality. The authors draw their insightful analysis on the contemporary research and evaluation work, as well as the broad practical experience with budget support. This book will be of great interest to practitioners in aid-recipient countries and international financial institutions, bilateral agencies and civil organizations involved in budget support."

Book excerpt: In December 1999, the World Bank (the Bank) and the International Monetary Fund (the Fund) introduced a new approach to their relations with low-income countries, centered around the development and implementation of poverty reduction strategies (PRS) by the countries as a precondition for access to debt relief and concessional financing from both institutions. These strategies were also expected to serve as a framework for better coordination of development assistance among other development partners.

Book Reviewing Some Early Poverty Reduction Strategy Papers in Africa

Download or read book Reviewing Some Early Poverty Reduction Strategy Papers in Africa written by Ms. Caroline M. Robb and published by International Monetary Fund. This book was released on 2001-11-01 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews some early interim and full PRSPs for countries with which the authors worked during 1999-2000 (Uganda, Burkina Faso, Tanzania, Mozambique, Mali and The Gambia). The purpose of the review is to compare and contrast how the PRSP process was established there. It finds that rapid progress was made in implementing the initiative in all the countries, increasing commitment to poverty reduction amongst government and donors and encouraging broader participation in the policy dialogue. However, there was considerable variation between the cases, reflecting different local contexts and capacities.

Book Inclusive Aid

Download or read book Inclusive Aid written by Leslie Christine Groves and published by Earthscan. This book was released on 2013 with total page 237 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rapid and profound changes are taking place in international development. The past two decades have promoted the ideals of participation and partnership, yet key decisions affecting people's lives continue to be made without sufficient attention to the socio-political realities of the countries in which they live. Embedded working traditions, vested interests and institutional inertia mean that old habits and cultures persist among the development community. Planning continues as though it were free of unpredictable interactions among stakeholders. This book is about the need to recognise the complex, non-linear nature of development assistance and how bureaucratic procedures and power relations hinder poverty reduction in the new aid environment. The book begins with a conceptual and historical analysis of aid, exposing the challenges and opportunities facing aid professionals today. It argues for greater attention to accountability and the adoption of rights based approaches. In section two, practitioners, policy makers and researchers discuss the realities of power and relationships from their experiences across sixteen countries. Their accounts, from government, donors and civil society, expose the highly politicised and dynamic aid environment in which they work. Section three explores ways forward for aid agencies, challenging existing political, institutional and personal ways of working. Authors describe procedural innovations as strategic ways to leverage change. Breaking the barriers to ensure more inclusive aid will require visionary leadership and a courageous commitment to change. Crucially, the authors show how translating rhetoric into practice relies on changing the attitudes and behaviours of individual actors. Only then is the ambitious agenda of the Millennium Development Goals likely to be met. The result is an indispensable contribution to the understanding of how development assistance and poverty reduction can be most effectively delivered by the professionals and agencies involved.
