Indeed, nonfarm work accounts for between one-third and one-half of rural incomes in the developing world. In recent years, accelerating globalization, increasing competition from large businesses, expanding urban markets for rural goods and services, and greater availability of information and communication technology have combined to expose rural nonfarm businesses to new opportunities as well as new risks. By examining these rapid changes in the rural nonfarm economy, international experts explore how the rural nonfarm economy can contribute to overall economic growth in developing countries and how the poor can participate in this rapidly evolving segment of the economy. The authors review an array of recent studies of the rural nonfarm economy in order to summarize existing empirical evidence, explore policy implications, and identify future research priorities. They examine the varied scale, structure, and composition of the rural nonfarm economy, as well as its relationship with agricultural and urban enterprises. Book excerpt: World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Instead, a targeted approach is needed to identify different resource management strategies for particular types of households and communities as well as creating balanced investments aimed at sustainable intensification of rural livelihoods. Such efforts have been the focus of the research program on Regional Food Security Policies for Natural Resource Management and Sustainable Economies (RESPONSE). Through the study of less-favored areas in Africa, Latin America, and South and East Asia, development pathways allowing for the careful adjustment of resource use strategies at the field, farm-household and village level are explored.

Book excerpt: Over the last decade Latin America and the Caribbean region has achieved important progress towards the World Bank Group's goals of eradicating extreme poverty and boosting income growth of the bottom 40 percent, propelled by remarkable economic growth and falling income inequality. Despite this impressive performance, social progress has not been uniform over this period, and certain countries, subregions and even socioeconomic groups participated less in the growth process. As of today, more than 75 million people still live in extreme poverty in the region (using $2.50/day/capita), half of them in Brazil and Mexico, and extreme poverty rates top 40 percent in Guatemala and reach nearly 60 percent in Haiti. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region. As growth wanes and progress in reducing the still high levels of inequality in the region slows, it will be more important than ever for governments to focus policies on inclusive growth. The book includes an overview that highlights progress towards the goals of poverty eradication and shared prosperity between 2003 and 2012, unpacks recent gains at the household level using an income-based asset model, and examines some of the policy levers used to affect social outcomes in the region. It draws on 13 country studies, eight of which are featured in this volume: Argentina, Brazil, Colombia, El Salvador, Mexico, Paraguay, Peru, and Uruguay. The other case studies include: Bolivia, Chile, Dominican Republic, Ecuador, and Honduras, which will be included in the web version of the book.

This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. Book excerpt: We analyze the recent evolution of ethnic economic inequality in Peru, a major source of social discontent in the country. Household survey data indicates that recent decades of high output growth also witnessed a substantial narrowing of socioeconomic gaps among ethnicities. Most notably, the Mestizo ethnic group surpassed the White group in income per capita, and Native American also experienced a relative improvement. Mincerian regression analysis suggests that the main contributors to these developments were rural-to-urban migration and increased education. Based on our statistical findings, we propose enhancing education and other public services, increasing government revenues, lowering informality, and promoting competition as the main public policies that could accelerate the ongoing narrowing of ethnic gaps.

Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.

Yet children have been shortchanged in research and theory building. Care and Agency, based on detailed ethnographies of six towns in the province of Yauyos, restores children to a central research position. Contemporary children’s studies emphasize children’s agency and autonomy, and these take surprising forms under the conditions of the rural Andes. At the same time, the book incorporates and extends current discussions of caregiving and its organization in human societies. Children in the Andes are involved in the care of each other, of adults, of animals, of the environment. The activities, sociality, and subjective states of children of different ages, genders, and social strata are variable in ways that make it impossible to speak of a single Andean childhood. The future they face is also uncertain, as the Peruvian nation stumbles through cycles of incompetent government whose common thread is the neglect of small-scale family farming and the welfare of rural populations. This book is a fascinating look at Andean childhood for anyone interested in the lives of children.
