Book A New Strategy for Korea s Fiscal Policy in a Low Growth Environment

Download or read book A New Strategy for Korea s Fiscal Policy in a Low Growth Environment written by Ms.Edda Zoli and published by International Monetary Fund. This book was released on 2018-04-24 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Adverse demographics and other structural weaknesses impinge on Korea’s long-term fiscal outlook and potential growth. Moreover, inadequate social protection is creating poverty and dampening consumption. The paper presents projections of Korea’s fiscal outlook, using new estimates of potential growth obtained with a novel multivariate filter. It shows that keeping fiscal revenues-to-GDP constant would result in an explosive public debt dynamic in the long term. Then, through simulations of the Flexible System of Global Models, the paper analyzes policies to preserve fiscal sustainability, while boosting potential growth and social protection. It concludes that with greater revenue mobilization, Korea can stabilize debt-to-GDP well below “dangerous” levels. Policies to address Korea’s challenges include higher targeted transfers to the most vulnerable and fiscal measures to support female labor force participation and employment, accompanied by product and labor market reforms.

Book Korea s Paradigm Shift for Sustainable and Inclusive Growth A Proposal

Download or read book Korea s Paradigm Shift for Sustainable and Inclusive Growth A Proposal written by Yangkyoon Byeon and published by International Monetary Fund. This book was released on 2017-11-17 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: Korea is facing mounting economic challenges. Productivity growth has been on a trend decline amid demographic headwinds, while the societal demand for inclusive growth has been on a steep rise. Furthermore, the government-led unbalanced growth model—which served Korea well in the past—has become less effective and politically palatable in recent years. As such, Korea needs a major paradigm shift to embark on a new sustainable and inclusive growth path. But policy response has been modest at best with no major reforms being implemented over the past two decades. We propose a paradigm shift in Korea’s economic framework, involving a simultaneous big push for greater economic freedom and stronger social protection within the parameters set by long-run fiscal sustainability. We also provide a detailed account of structural reforms to boost economic freedom and sustainable funding plans for stronger social protection.

Book Korea s Political Economy

Download or read book Korea s Political Economy written by Lee-Jay Cho and published by Routledge. This book was released on 2019-03-07 with total page 710 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past three decades, South Korea has moved along a path of strong economic growth and political democratization, attracting worldwide attention and providing valuable lessons for other developing economies. Yet Korea still must grapple with many intractable problems fueled by its rapid industrialization and uneven growth, including unbalanced distribution of wealth, concentrated economic power, and adversarial relationships between management and labor. Within the context of these sweeping changes, this volume explores options for economic and social institutional reform in Korea. Drawing on models of economic development from Japan, the United States, and Europe, a distinguished group of Asian and Western scholars relates the experiences of previously industrialized economies to each facet of Koreas economic system, including national management; taxation and banking; land ownership and use; trade and industrial strategy; and relations among business ownership, management, and labor. In so doing, the contributors provide valuable insights and fresh proposals for a viable model of social and economic modernization. Throughout the volume, the contributors emphasize the importance of Koreas cultural heritage-not only in explaining the nations recent growth but also as a key element of its continued success. By providing an overview of the evolution and interaction of Korean economic, political, and sociocultural institutions, the contributors make clear how these structures mediate the movement between cultural values and economic progress.

Book The Korean Government and Public Policies in a Development Nexus

Download or read book The Korean Government and Public Policies in a Development Nexus written by Jongwon Choi and published by Springer. This book was released on 2017-02-08 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume chronicles the policy challenges and adaptations faced and made by the South Korean government during the post-industrialization and democratization period. Following the model set by the first volume in the series, which covered the economic and social development during the developmental period from the 1960s to the 1980s, this volume examines how and to what extent the South Korean government has adapted to a variety of political, economic and social transformations since the 1990s. The book is divided in two parts. Part I reviews the changing policy environments and government policy paradigms in the wake of industrialization and democratization, focusing on the reorganization and coordination of government ministries and agencies. Part II explores key public policy areas, such as economics, social welfare, and foreign relations, where the South Korean government has successfully adapted to new policy challenges and environments. Drawing policy implications for the future actions of the South Korean government as well as for those countries wishing to replicate South Korea’s success and avoid its errors, this book of interest to both scholars and policy-makers concerned with development in the Asia-Pacific.

Book Financial Development and Investment in Korea

Download or read book Financial Development and Investment in Korea written by Young-Jin Ro and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this paper, we investigate the classical economic topic about the relationship between financial sector and the real economy by testing whether financial development eases firm's financial restriction for investment. The role of financial development on the real economy is a controversial issue among scholars and economists. Even though there have been many previous studies in this regard, it is hard to say that there is unique agreement on this issue. However, since the seminal research by King and Levine (1993), many empirical and theoretical papers have shown that financial development could affect economic growth. Most of the works employed an empirical model using cross-country database and produced a similar conclusion about the relationship between finance and the real economy. However, their arguments have limits as they ignored the specificities of economic state of individual country. Unlike their uniformed perception of the relationship between financial development and the real economy, the effect of the former on the real economy could be varied by countries because of the diverse path of economic growth that each county takes. For this reason, country specific analysis would be more appropriate if we are interested in the role of financial development on specific country. Our interest lies on whether financial development would affect the real economy by easing firm's financial restrictions in Korea. In this study, first, we show the recent development trend of both finance and real sectors in Korea, and introduce previous studies on the role of financial development in chapter 3. In chapter 4, we present an empirical model based on the work of Gilchrist and Himmelberg (1998) and Love (2003), to find out whether financial development in Korea ease firm's external financing constraints. Lastly, we will briefly present the policy implications.
