Book excerpt: The original paper, "The Role of Counseling Faculty in the California Community Colleges" (1994), provided principled positions of the Academic Senate regarding the essential functions of counselors and the delivery of counseling services in helping students achieve success. The paper concluded with specific guidance on appropriate roles for paraprofessionals, and an appendix addressed the role of faculty advisors. Much of the content from the original paper remains in this version because, nearly 30 years after the 1986 Seymour-Campbell Matriculation Act, it is still compelling and necessary for ensuring quality educational experiences for students and useful for local senates in crafting initiatives to improve student success. Some of the Title 5 regulation language has been removed, as legislation pertaining to matriculation is under revision at this time due to the Board of Governors' 2012 endorsement of the Student Success Task Force Recommendations. Added to the paper is a description of education plans and a section on technology and online counseling, and the sections on paraprofessionals and faculty advisors have been incorporated into the body of the paper rather than included as appendices. Summary recommendations have also been included in this revision. The purposes of this paper are threefold. First, it clarifies the role of the counseling discipline and provides a description of a comprehensive student education plan in the California Community College system. Second, it provides a foundation for discussion of the uses and restrictions of paraprofessionals in the delivery of counseling services. Third, it offers updates on minimum qualifications, the use of faculty advisors, and current trends in technological tools and online counseling, as well as a chronology of funding patterns and legislative activity to date, that provide a more wide-ranging perspective of how the profession of counseling has evolved-or not-since 1994. Sample education plans are appended.

Book excerpt: Counseling programs in the California community colleges play a key role in helping students succeed. Over the years, the functions counseling departments perform have increased significantly, further exacerbating the ever-present pressure to serve more students in cost-effective ways. As a result of the expansion of services absent the resources to ensure the provision of such services, the question has arisen as to what roles counseling faculty should play in the delivery of services to students. To clarify these roles, the Academic Senate for California Community Colleges (Academic Senate) developed a policy paper, "The Role of Counseling Faculty in the California Community Colleges," which was adopted at its Spring 1995 Plenary Session. This paper provides useful background on counseling in the California community colleges. The reader is also referred to a paper adopted by the Academic Senate in 2003, Consultation Council Task Force on Counseling, which provides further discussion of the role of counseling faculty, the importance of counseling faculty in facilitating student success, and information on perceptions of the state of counseling in our system. While "The Role of Counseling Faculty in the California Community Colleges" described the range of activities of counseling faculty, it did not set out standards for how those roles were to be performed. Specific standards for some elements of counseling services have appeared in regulation, accreditation guidelines, and ethics statements; but nowhere had these standards been collected, reviewed, and presented systematically to the community college counseling field until the first version of this paper, "Standards of Practice for California Community College Counseling," was developed and adopted by the Academic Senate in 1997. The original paper and this revision outline effective practices, by addressing the issue of standards of practice and service for California community college counseling faculty and programs. This revision serves as an update, reflecting changes that have transpired in the student services area and incorporating philosophical changes in approaches to counseling. The document has also been renamed to recognize that counseling faculty and counseling programs are separate entities; there are services that a counseling program may provide but that may not be specifically a function of counseling faculty. One appendix is included: American Counseling Association Code of Ethics. [These Standards were adopted Spring 1997; revised and adopted Fall 2008.

Three case studies were conducted at 3 community colleges within the central California region. Participants included 3 general counseling faculty members at each community college. Interviews and focus groups were the primary sources of data. Other sources included archival data, journal articles, and institutional documents pertinent to the study. The purpose of this study was to illustrate to the campus community the broad range of services that community college counseling faculty provide to students on a daily basis. The study used an existing model developed by Preston Pulliams (1990) as well as a framework developed by the researcher.

Book excerpt: Abstract: This mixed-methods dissertation examines the experiences of academic counselors in the California community college (CCC) system who have provided distance/online counseling. As online education increases and is seen as a way to provide access to higher education at a lower cost to institutions, the need for online support services such as counseling is also increasing. Essential to student academic success is the utilization of counselors, yet we know little of the effectiveness of online support services such as academic counseling. Additionally, the process of accessing online student support services can be more difficult as these supports were limited at many CCCs prior to COVID-19. Research participants completed a 6-week online college counseling course provided by the Online Counseling Network (OCN) that led to an online counseling certificate. This program is managed by California Virtual Campus - Online Education Initiative (CVC-OEI) and funded by the California Community Colleges Chancellor’s Office (CCCCO). Participants (n = 61) completed a Counselor Online Experience Survey and a subset (n = 20) participated in focus groups in an effort to answer the research questions posed in this study. Using the National Academic Advising Association (NACADA): The Global Community for Academic Advising, Academic Advising Core Competencies (AACC) Model as the conceptual framework, this study found that CCC academic counselors providing distance/online counseling had a positive experience with online counseling and found that the online counseling training was useful, and counselors felt confident in their abilities to provide effective online counseling services. Recommendations include offering blended services on a consistent basis at CCC institutions and the suggestion that the CCCCO and the statewide academic senate support the return of the CCC academic counselor statewide committee and support the creation of a counselor conference to share best practices.

Book excerpt: California's demographic changes and recent legislative reform mandates will impact what community college counselors will be expected to do in the 1990's. The purpose of this study was to identify the responsibilities and competencies of California community college counselors in light of the changes. The Delphi Method, selected for its consensus-building and forecasting qualities, was used for this study. A panel of 23 chief student services administrators, identified as experts in student services and counseling, completed three rounds of surveys. The Delphi instruments were developed to address counselor responsibilities and associated competencies for the 1990's, staff development needs of currently employed counselors and professional preparation needs of prospective counselors to effectively meet the challenges of the 1990's. Some of the major findings and conclusions of the study were: (1) Counselors' responsibilities and associated competencies for the 1990's will address the specific needs of the "new" student populations including older adults, limited English speakers and underprepared students. (2) Counselors will be more involved in process-oriented counseling activities and less involved in information dissemination activities. (3) Counselors will be more involved in "indirect" student service activities such as program development and evaluation, student retention activities and institutional policy development. (4) Key staff development needs relate to the key community college issues of cultural and language diversity, adult development, learning styles, affirmative action and traditional counseling topics. (5) Five crucial professional preparation topics for prospective community college counselors include: Community College Mission and Philosophy, Cultures in American Society, Community College Counseling Practicum, Adult Development Theory and Learning Theory. Major recommendations include using the information from this study as a basis for: (1) discussion between chief student services administrators and counselors about local counseling services; (2) planning counseling services, staff development programs, job descriptions and new hires; and (3) as a basis for the California Community College Chief Student Services Administrators' Association to develop and forward recommendations to the field and to community college counselor educators. Finally, a local assessment of the issues addressed in this study could be conducted to better address students' needs in the 1990's.

Book excerpt: The Education Code and Title 5 Regulations clearly lay out the requirements for faculty members hired to teach courses and perform other services in the California Community Colleges. Since passage of the Community College Reform Act (AB 1725) in 1988, faculty have had the primary role in determining who is hired to their ranks and specifically which courses each faculty is qualified to teach. This paper explains the various roles faculty play in this area. It outlines the duties of the statewide Academic Senate in determining minimum qualifications for faculty in disciplines and support services expressed in the Disciplines List. It also explains two important responsibilities of local academic senates: (1) developing policies and practices for determining equivalencies when applicants do not possess the exact minimum qualifications for hire specified by the Disciplines List, and (2) placing each course the college offers (except for not-for-credit) in a discipline. Finally, it explains the ways by which Faculty Service Areas (FSAs) are established by the governing board and the bargaining agent, in consultation with the local academic senate, and how these may affect "competency" to teach particular courses.
