Book excerpt: TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. Traveling from west to east across Tanzania, one encounters an incredible array of ecosystems and species. Beginning at Lakes Victoria, Tanganyika, and Nyasa that form much of the western boundary of Tanzania, one finds the most diverse and some of the most spectacular concentrations of endemic fish in any of the world's lakes. Moving further inland from the lakes, one meets the woodlands and plains of Serengeti, Ngorongoro, Tarangire, and Lake Manyara. The assemblages and movements of large mammals in these protected areas are unparalleled worldwide. Traveling yet further to the east, one comes to Mount Kilimanjaro, the highest mountain in Africa. Mount Kilimanjaro is of sufficient height to not only contain seven major vegetation zones, but also maintain permanent glaciers. Finally, shortly before arriving at the Indian Ocean, one encounters the Eastern Arc Mountains, a series of isolated and geologically ancient mountains, which due to their height and proximity to the Indian Ocean intercept sufficient precipitation to support, in many areas, moist tropical forest. The Eastern Arc Mountains are among the richest sites biologically in all of Africa and harbor unusually high concentrations of endemic species - species whose geographic distribution are restricted to these mountains. Unfortunately, much of Tanzania's biodiversity is threatened by habitat alteration, destruction, and exploitation. The Eastern Arc forests face some of the most severe threats to any of Tanzania's biologically unique sites.

As policy makers search for decentralized and market-oriented means for the transfer of land from agrarian constituencies to infrastructural promoters and urban developers, the reallocation of property control is erupting into volatile land-based social conflicts. In Shareholder Cities, Sai Balakrishnan argues that some of India's most decisive conflicts over its urban future will unfold in the regions along the new economic corridors where electorally strong agrarian propertied classes directly encounter financially powerful incoming urban firms. Balakrishnan focuses on the first economic corridor, the Mumbai-Pune Expressway, and the construction of three new cities along it. The book derives its title from a current mode of resolving agrarian-urban conflicts in which agrarian landowners are being transformed into shareholders in the corridor cities, and the distributional implications of these new land transformations. Shifting the focus of the study of India's contemporary urbanization away from megacities to these in-between corridor regions, Balakrishnan explores the production of uneven urban development that unsettles older histories of agrarian capitalism and the emergence of agrarian propertied classes as protagonists in the making of urban real estate markets. Shareholder Cities highlights the possibilities for a democratic politics of inclusion in which agrarian-urban encounters can create opportunities for previously excluded groups to stake new claims for themselves in the corridor regions.
