Book excerpt: After the end of Euro-American hegemony and the return of the multi-centric world, Eurocentrism in philosophy and the social sciences has come under attack. However, no real alternative has been proposed. This provides an opportunity to reassess the philosophy of the social sciences that has been developed in the West. This book argues that the re-emergence of a multi-centric world allows the Euro-centric social sciences in general, and critical theory in particular, to finally disengage from countless paradoxes and impasses by which they have heretofore been hindered. The author presents a solution in the form of the "kaleidoscopic dialectic." This dialectic is unique in that it is able to overcome the precarious dichotomy between universalism and relativism by relying on an original approach to the philosophy of science. With this approach, the focus is on the configurations embedded in the ethics of understanding, accommodation and learning and on their connections to broader social scientific critique. This book demands that the European social sciences make philosophical and methodological adaptations to the new realities of the social world by becoming more reflexive and, by extension, less Euro-centric.

The global role of the developing countries came to the forefront in 1974, when the United Nations General Assembly promulgated The New International Economic Order. Since then, the countries of the Global South, particularly China, India, Brazil, Saudi Arabia, South Africa and Qatar, made an indelible impact upon the world's economic architecture. However, their true influence became starkly illustrated during the onset of the 2000s, when several seismic events occurred. The September Eleventh terrorist attacks with the resultant debilitating wars in Iraq and Afghanistan extreme world commodity price increases and the global financial crisis of 2007 2008 all served to wrench the epicenter of global influence increasingly southward. While the developed countries of the Global North became mired in economic stagnation with problems associated with the global financial crisis, their collective influence waned. Since then, the world has been attempting to accommodate, somewhat unevenly, the rising geopolitical and economic clout of the Global South. This book presents a collection of scholarly articles that, taken together, functions as a primer on the workings of the immense global changes at the beginning of the twenty-first century.

Indeed, economic problems in China and other leading countries, falling commodity prices and capital outflows point us in the direction of identifying a new phase of the 2008 financial crisis: an emerging markets crisis. Kiely argues that this is a crisis which demonstrates the continued dependent position of the South in the context of the uneven and combined development of international capitalism.

In contrast to the Third Worldism of the past, the contemporary rising powers share in common the fact that their recent growth owes much to their extensive and increasingly international engagement, rather than partial withdrawal from the global economy. However, they are nonetheless openly critical of the perceived bias towards the global North in the dominant institutions of global governance, and seek to alter the global status quo to enhance the influence of the global South. Contributions to this volume address the question of whether such engagement, particularly on a "South-South" basis, can be categorised as a "win-win" relationship, or whether we are already seeing the emergence of new forms of competitive rivalry and neo-dependency in action. What kind of theoretical approaches and conceptual tools do we need to best answer such questions? To what extent do new groupings such as BRICS suggest a real alternative to the dominance of the West and of the neoliberal economic globalization paradigm? In 1500, the income differences were small, but they have grown dramatically since Columbus reached America. Since then, the interplay between geography, globalization, technological change, and economic policy has determined the wealth and poverty of nations. The industrial revolution was Britain's path breaking response to the challenge of globalization. Western Europe and North America joined Britain to form a club of rich nations by pursuing four polices-creating a national market by abolishing internal tariffs and investing in transportation, erecting an external tariff to protect their fledgling industries from British competition, banks to stabilize the currency and mobilize domestic savings for investment, and mass education to prepare people for industrial work. Together these countries pioneered new technologies that have made them ever richer. Before the Industrial Revolution, most of the world's manufacturing was done in Asia, but industries from Casablanca to Canton were destroyed by western competition in the nineteenth century, and Asia was transformed into 'underdeveloped countries' specializing in agriculture. The spread of economic development has been slow since modern technology was invented to fit the needs of rich countries and is ill adapted to the economic and geographical conditions of poor countries. A few countries - Japan, Soviet Russia, South Korea, Taiwan, and perhaps China - have, nonetheless, caught up with the West through creative responses to the technological challenge and with Big Push industrialization that has achieved rapid growth through investment coordination. Whether other countries can emulate the success of East Asia is a challenge for the future.
