Book excerpt: In the 1970s and 1980s there was a steady transfer of power in mainland Europe to new, powerful regional authorities and these, in their turn, started to build up a new form of intra-European co-operation. With the acceleration of European integration, the rise of the multinational firm and new media and transport technologies, the traditional defence-based nation-states are under threat. In this challenging study, Christopher Harvie alters the ways in which we have traditionally surveyed the European past by setting the positive and negative aspects of the present European situation in their historical context. He reappraises the actors of `national' politics, the persistence of types of civic and internationalist discourse and finally looks at the transactions which have created `bourgeois regionalism', and its implications for the future of Europe. Harvie argues that we are only beginning to realise the shift in consciousness, as well as in politics and administration, that an integrated Europe will involve.

Regional authorities have organized themselves to affect policy developments at the supranational level. They do so through the internal restructuring of their administrations, by carrying lobbying activities directly in Brussels, but also by institutionalizing and sometimes constitutionalizing their authority over their Member State's EU position. In other words, both their and influence over EU affairs has grown. The relevance of these trends is illustrated by recent events such as the Wallonia parliament holding up the EU-Canada trade deal. This case highlights how the nature of both subnational and supranational politics has changed over time. International trade deals used to be considered as 'high politics', remote from the immediate concerns of regional bodies and well beyond their formal reach. Book excerpt: This book—the first of a three-volume overview of comparative and transnational historiography in Europe—focuses on the complex engagement of various comparative methodological approaches with different transnational and supranational frameworks. It considers scales from universal history to meso-regional (i.e. Balkans, Central Europe, etc.) perspectives. In the form of a reader, it displays 18 historical studies written between 1900 and 1943. The collection starts with the French and German methodological discussions around the turn of the twentieth century, stemming from the effort to integrate history with other emerging social sciences on a comparative methodological basis. The volume then turns to the question of structural and institutional comparisons, revisiting various historiographical ventures that tried to sketch out a broader (regional or European-level) interpretative framework to assess the legal systems, patterns of agrarian production, and the common ethnographic and sociocultural features. In the third part, a number of texts are presented, which put forward a supra-national research framework as an antidote to national exclusivism. While in Western Europe the most obvious such framework was pan-European, in East Central Europe the agenda of comparison was linked usually to a meso-regional framework. The studies are accompanied by short contextual introductions including biographical information on the respective authors.
