Book excerpt: The rapid and steady growth of poverty in Georgia's public schools is a clarion call to re-examine the extent to which educators are reaching and teaching all students, regardless of their economic standing. The traditional view of poverty as a marginal condition affecting a minority of students no longer holds as 56% of Georgia's 1.6-million public school students are now eligible for free or reduced lunch, an increase of 13 percentage points in ten years. This paper examines the rapid growth in childhood poverty in the state of Georgia and discusses implications of this trend for school success and completion. In the absence of school-based interventions, the rise in poverty and decrease in high school graduation rates portend growth of a permanent underclass that will struggle to support themselves, their families, and their communities. Because school completion has the potential to interrupt the cycle of intergenerational poverty, Georgia public schools will need to make concerted efforts to provide innovative experiences that will result in fewer dropouts and more completers. The paper concludes by discussing how schools must be configured and staffed to enable all children, regardless of the circumstances of their birth, to have the highest possibility of reaching their potential. Book excerpt: Targeted Social Assistance of Georgia is a last-resort social program that is considered a best practice among programs based on proxy means testing (PMT). It achieves high targeting accuracy for a relatively high level of poverty incidence. In 2013, the government of Georgia embarked on the revision of this program to ensure its continued effectiveness and to revise some of the parameters of the eligibility formula that could be subject to manipulation. In particular, the government was concerned about the subjective evaluation of social agents and about concealable goods giving room to abuses in terms of program eligibility. Continuous Improvement: Strengthening Georgia’s Targeted Social Assistance Program assesses the technical work and the policy actions taken by the Georgian government during 2014 and 2015. It covers the full cycle of the reform of a social assistance program, from establishing the objectives to the design of compensation measures that minimize the number of newly ineligible beneficiaries. In particular, it describes the revision of the PMT formula, the introduction of a scheme of benefits that decreases with the score and an associated assistance program for children, the pretesting of the new formula, and the design of compensation measures. The report also includes a chapter with specific recommendations for Georgia to consider in its efforts to improve its system of social protection and labor.

Poverty has increased because over the period, consumption fell and inequality rose. Living standards have not risen despite growth in Gross Domestic Product because growth was too weak, too concentrated in a narrow set of sectors, and there were no effective mechanisms to redistribute its benefits. The 1998-99 crisis hit those who were benefiting from the period of growth--the self-employed and private sector workers. But the worse impact of the crisis was on the most vulnerable, and particularly on children. the depth and severity of poverty have increased, and the most socially vulnerable have become poorer and more deprived. it is not clear what the government did to prevent the worsening of poverty; on the one hand, the government created adequate foundations for a market economy, enabling private sector growth, and on the other hand, the government did very litle to help the poor directly and in some key respects the situation was made worse by allowing the accumulation of arrears on pensions, salaries for teachers, and other social expenditures. The report further examines why government performance in implementing anti-poverty measures was inadequate; the signs that the situation is changing; key challenges for poverty reduction; and identifies priorities the government must address.
