Nuclear, intelligence defence and other links betwen the USA and Britain continue to this day, but the importance of the `special relationship' has diminished for both countries. Have common interests disappeard to an extent that the scope for bilateral cooperation has diminished to insignificince ? It is in addressing this question that Dobson draws his conclusions. Coverning defence, economic, political and personal aspects of Anglo-US realtions, this book will be indispensible for students of twentieth century American and British history and international relations.

He notes how state leaders tend to procrastinate when dealing with long-term threats, hoping instead to profit from short-term cooperation, and are reluctant to act precipitously in an uncertain environment. To test his novel theory, Edelstein uses lessons learned from history’s great powers: late nineteenth-century Germany, the United States at the turn of the twentieth century, interwar Germany, and the Soviet Union at the origins of the Cold War. Over the Horizon demonstrates that cooperation between declining and rising powers is more common than we might think, although declining states may later regret having given upstarts time to mature into true threats.

Explores the concept of "race" The term "race," which originally denoted genealogical or class identity, has in the comparatively brief span of 300 years taken on an entirely new meaning. In the wake of the Enlightenment it came to be applied to social groups. This ideological transformation coupled with a dogmatic insistence that the groups so designated were natural, and not socially created, gave birth to the modern notion of "races" as genetically distinct entities. The results of this view were the encoding of "race" and "racial" hierarchies in law, literature, and culture.
