The 'case bank,' which comprises the bulk of the book, is presented in four additional sections. The first deals with the development of crises and compares the infamous Watts riots with the 1992 L.A. riots. It also analyzes the fragmented and complex international environment that allowed the 'safe area' in Bosnia to be overrun by Bosnian Serbs in 1995. The final chapter chronicles the incredible human costs of mismanaged crisis in the Rwanda massacres in 1994. The second section explores the many decisional dilemmas that confront crisis managers. Cases include the fire at the Piper Alpha oil rig; the 1999 Turkish earthquakes; the Eindhoven, Holland plane crash; and crisis management of the Mad Cow epidemic disease in the U.K. The third section explores the long-term dimensions of crises and crisis management and particularly the development of national traumas such as the assassination of Sweden's Prime Minister Olaf Palme in 1986, the 1992 Amsterdam air crash, and the TWA flight 800 disaster in 1996. The final section shifts focus to future scenarios such as speculative information technology disasters, potentially devastating viral epidemics, deteriorating environmental and societal conditions in Russia, the southwest U.S. coming water shortage, and the outlook for Japan, one of the worldÂ’s most disaster-prone countries. Summarizing the research findings of the past decade, the authors describe patterns in the paths toward crises, the dilemmas and coping mechanisms that emerge during the thick of crisis, and, very importantly, the pathways that lead away from crisis.

Edwards argues in his far-ranging and innovative work that the media have become as important a factor in determining the course of international affairs and the future of nations as economic prosperity, military strength, natural resources, and national will. The author calls this vital new component of world politics mediapolitik. He uses case studies from around the world to show how the mass media have influenced and even determined the outcome of major political acts such as the collapse of communism in Eastern and Central Europe, the Tiananmen Square massacre in China, the ousting of Chilean dictator Augusto Pinochet, and the political resurrection of South Africa's Nelson Mandela. The author argues that these case studies show that the mass media can either enrich or enslave the human spirit, depending upon their moral foundation. If the media follow a liberal democratic model, as in the United States and Western Europe, they contribute to a free and just society. Yet as democracy expanded in tandem with the size of the cities themselves, the two goals clashed, resulting in tensions over their compatibility. Treating nineteenth-century London and New York as case studies, Lisa Keller examines the development of sanctioned free speech, controlled public assembly, new urban regulations, and the quelling of riots, all in the name of a proper regard for order. Drawing on rich archival sources, Keller paints an intimate portrait of daily life in these cities and the intricacies of their emerging bureaucracies. She finds that New York eventually settled on a policy of preempting disruption before it occurred, while London chose a path of greater tolerance toward street activities.
