The present book makes an attempt to present a case for reforming public enterprises in India and also the agenda for action for this purposes. It outlines the challenges ahead for public enterprises and the need for reforms viewed from the global perspective. It outlines the performance of the public enterprises and the areas requiring the attention of the reformers. It presents the case of a state in which reforms have to be carried out and the context for such reforms. It identifies regulations as one of the key component of the reforms. Book Public Enterprise Reform

Download or read book Public Enterprise Reform written by Mary M. Shirley and published by . This book was released on 1991 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book tries to systematize the lessons learned in the past two decades of public enterprise reform to correct the perceived deficiencies of state-enterprise sectors in Africa, Asia, and Latin America. It addresses the macroeconomic adjustments typically required in the effort to fashion a more open and competitive economy - liberalizing trade and ending preferential treatment for state enterprises; shifts toward market-oriented financing in the banking system; moves toward market pricing and reforming the institutional structure for setting tariffs; and establishing more competitive and evenhanded compensation and staffing policies in state enterprises. It argues that with macroeconomic reforms under way, government needs to ground its reform of state enterprises in an assessment of the purposes to be served by its state-owned sector. It describes how reforming the relationship between government and its enterprises entails striking a delicate balance between autonomy and accountability. The report examines the mechanisms used by governments in a variety of developing countries to set goals for state-owned firms and to evaluate their performance. It addresses the promise and the risks of privatization, whether through outright sales, management contracting, leasing, franchising, contracting-out, or encouraging new entrants into the private sector. It also offers an overview of the task facing governments with a failing public enterprise sector.

Book East and West European Public private Partnerships

Download or read book East and West European Public private Partnerships written by Borislav Grahovac and published by Nova Publishers. This book was released on 2004 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book deals with an increasingly important topic. As governments are expected to provide their citizens with more services at less cost, the traditional vehicles of public sector agencies and companies prove to be too expensive. New forms of providing public services are needed. The study explains the basis for public ownership and how public ownership forms have changed over time to accommodate requirements of efficiency in economic and social environments that have become more complex. The book examines experiences in specific sectors and the form of management of public companies that have emerged, with a particular focus on the energy and communications sectors where government ownership has traditionally dominated.

Book Corporate Restructuring Through Disinvestment An Indian Perspective

Download or read book Corporate Restructuring Through Disinvestment An Indian Perspective written by Broota and published by . This book was released on 2007-01-01 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: About the Book: Business combinations, corporate restructuring, financial reengineering, corporate reorganizations are the terms used for restructuring the corporate sector. In India, corporate restructuring by way of disinvestment of public sector enterprises has become a fashionable concept in recent years. It started from the middle of seventies with the disappointment of public sector, but the voices of protest were very weak and periodic. But the continuous failure of public sector to fulfill the role assigned to it intensified the voices of protest. The opening of certain sectors earlier reserved for the public sector was undertaken in the beginning of eighties but the government was to some extent hesitant to make a clear statement. Then ultimately in the year 1991, under the stewardship of Dr. Manmohan Singh, then finance minister, the process of corporate restructuring through disinvestment was actually started and got momentum.

It considers the evolving law on the scope of a relevant transfer under the European Acquired Rights Directive and the TUPE regulations, before reviewing the present stte of the law on dismissals, variation of terms, pensions and employee consultation in transfer-related situations. The book incorporates consideration of the text of the 1998 revision of the Acquired Rights Directive.
