Since the end of World War II, Germany and Japan have been the most reluctant of all major U.S. allies to take on military responsibilities. Given their histories, this reluctance certainly is understandable. But because of their size and economic importance, Germany and Japan are the most important U.S. allies in Europe and in East Asia, respectively, and their long-term reluctance to share the defense burden has become a perennial source of frustration for Washington. The potential security roles of Germany and Japan are becoming increasingly important given the uncertainty, indeed volatility, of today’s international environment. Under President Trump, friction among allies over burden-sharing is more intense than ever before. Meanwhile, the security environments in Europe and Asia have deteriorated because of the resurgence of a belligerent Russia under Vladimir Putin, the steady rise of an increasingly assertive China, and North Korea’s worrisome acquisition of nuclear weapons. Partly in response to these developments, Germany and Japan in recent years have boosted their security efforts, mainly by increasing defense spending and taking on a somewhat broader range of military missions. Even so, because of their cultures of anti-militarism resistance remains strong in both countries to rebuilding the military and assuming more responsibility for sustaining regional or even global peace. In Reluctant Warriors, a team of noted international experts critically examines how and why Germany and Japan have modified their military postures since 1990 so far, and assesses how far the countries still have to go—and why. The contributors also highlight the risks the United States takes if it makes too simplistic a demand for the two countries to “do more.”

Proving that not every aspect of the world's greatest war has been covered, this book is a valuable contribution to the ever-expanding lore of the war and will be required reading for those with an interest in naval operations, global strategy, and international diplomacy during the period.

The typical therapist's skills of reflecting, probing, and supporting often fail with individuals who did not enter into therapy of their own accord--or who, once there, do not engage readily with the therapist. The inquiring approach to therapy, with its frequent questioning of the client, can have an unwelcome and intrusive quality for poorly motivated clients. Stanley Brodsky demonstrates how therapists can tailor their interventions to avoid impasses, build a firm alliance with the client, and help him or her develop more productive behaviors. Specifically, Brodsky proposes that therapists adopt a variety of techniques that largely avoid asking questions. Instead, he shows how therapists can make assertive statements about what is happening in the client's life, identify behaviors, and describe choices the client might make. Through the use of case material, the author demonstrates that interacting creatively with reluctant clients can lead to significant breakthroughs. He shows how American cultural assumptions regarding liberal foreign policy goals, together with international pressures, have acted to push and pull U.S. policy in competing directions over time. The result is a book that combines an appreciation for the role of both power and culture in international affairs. The centerpiece of Dueck's book is his discussion of America's "grand strategy"--the identification and promotion of national goals overseas in the face of limited resources and potential resistance. One of the common criticisms of the Bush administration's grand strategy is that it has turned its back on a long-standing tradition of liberal internationalism in foreign affairs. But Dueck argues that these criticisms misinterpret America's liberal internationalist tradition. In reality, Bush's grand strategy since 9/11 has been heavily influenced by traditional American foreign policy assumptions. While liberal internationalists argue that the United States should promote an international system characterized by democratic governments and open markets, Dueck contends, these same internationalists tend to define American interests in broad, expansive, and idealistic terms, without always admitting the necessary costs and risks of such a grand vision. The outcome is often sweeping goals, pursued by disproportionately limited means.
