Book excerpt: In a growingly complex and ambiguous world it is thought that flexible, change-oriented leadership that encourages a culture that is risk taking, innovative, and proactive is necessary to survive and prosper. The extant literature offers entrepreneurial leadership as having a positive impact in such environments in business settings. Schools, which are not exempt from complex and ambiguous environments, might also benefit from this new type of leadership. Hence, this study expands the study of entrepreneurial leadership to the education profession, examining the relationship between principal autonomy, a principal’s entrepreneurial orientation, school culture, and school performance. This study, supported by findings of numerous educational leadership studies, posits that a significant positive indirect relationship exists between a principal’s entrepreneurial orientation and school performance, with school culture as a mediating variable. It is proposed that a greater disposition to proactive and risky behaviors in pursuit of innovation will correlate with greater cultural innovativeness, leading to higher levels of school performance. The contribution this study makes is both theoretical and practical. Theoretically, it adds a new dimension to the educational leadership literature by investigating the potential effectiveness of entrepreneurial leadership in improving teaching and learning in American schools, and the impact of risk taking, innovativeness, and proactiveness as individual distinct determinants of school performance. Practically, the study could identify new dispositions valuable to principals in efforts to improve their school’s performance. The study uses a nonexperimental, quantitative research design to explore these relationships, using correlational and regression analyses.

Book excerpt: The role of the school leader is changing, as increasing regulatory obligations in the form of federal, state, and local mandates impact a principal's ability to make autonomous decisions. Autonomy, or the ability to self-direct and make independent decisions, is a leadership aspect that fosters communal relationships; autonomy for school leaders allows them to address and be responsive to their school's unique needs. Although public education functions within a variety of frameworks, the primary responsibility for school success lies with the school principal. No matter the level of students, or the particulars of a school's demographics, Pennsylvania school principals are required to comply with federal, state, and local data collecting and reporting. Data-driven decisions fuel educational policymaking at the state, local, and federal levels. Today's principals are not only charged with collecting data but also responsible for cultivating the highest performance from their students and staff. A principal's success - the standards by which they are deemed effective by the Department of Education - is directly connected to the success of the students in their schools. Thus, there is a dynamic pull-and-tug between the need for a principal to be responsive to the school culture and community while simultaneously creating an environment of optimal performance in high-stakes testing. This research is designed to shed light on the extent to which school principals feel local, state, and federal mandates affect their autonomy and ability to provide the best experience for children. With building level data comprising half of the measure of a principal's success, this study hopes to understand the relationship between the regulatory requirements, school success, and if principal autonomy factors into that relationship.

Book excerpt: This study investigated the relationship between personal characteristics of public school principals and school leadership autonomy. Additionally, it sought to determine if there was a relationship between school locale of public school principals and school leadership autonomy. Gender, race, age, salary, educational attainment, and school locale served as control variables. This study utilized the Schools and Staffing Survey (SASS) 1993--1994 data to examine the relationship between school leadership autonomy and personal characteristics of public school principals in the United States. The study sample consisted of 9,098 public school principals; 72 percent male and 28 percent female. Cross-tabulation, chi square, analysis of variance (ANOVA) and the Tukey Honestly Significance Difference Test were used to examine the relationship between the key study variables. Findings from this study indicated that there is a relationship between personal characteristics of principals and school leadership autonomy. In addition, there is also a relationship between school locale and school leadership autonomy. Female principals reported a greater degree of school leadership autonomy than their male counterparts. Principals who are Asian and Pacific Islanders reported a greater degree of school leadership autonomy than whites, blacks, and American Indians or Alaska Natives, respectively. Principals in the age range of 30 to 39 reported a greater degree of school leadership autonomy than principals 40 and above and under 30 years old, respectively. Principals in the salary range of {dollar}49,000 and above reported a greater degree of school leadership autonomy than those in salary ranges of {dollar}32,000 to {dollar}48,000. A master's degree is significantly associated with school leadership autonomy. A bachelor's degree is not significantly associated with school leadership autonomy. Principals located at schools in the urban fringe of large/mid size cities reported a greater degree of school leadership autonomy than in other locales. Results of this study have implications for educational administrators, policy makers, and other leaders interested in the recruitment, retention, and professional development of public school principals. -- Abstract.
