Book Advancing the Ugandan Economy

Download or read book Advancing the Ugandan Economy written by Ezra Sabiti Suruma and published by Brookings Institution Press. This book was released on 2014-04-30 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Internal conflicts, dictatorship, and economic disintegration characterized the first twenty-five years of Uganda's independence from British colonial rule, which culminated in the reign of Idi Amin and a violent civil war. The country has since achieved an astounding turnaround of stability and growth. Advancing the Ugandan Economy is a first-hand look at the remarkable policy changes that took place from 1986 to 2012 and their effect in contrast with the turbulent events after independence. Ezra Suruma held several key positions in the Ugandan government during the nation's transition period, including minister of finance. His insightful recounting of those times demonstrates that African countries can achieve economic stability and sustain rapid growth when they meet at least two interdependent conditions: establishing a stable and secure political framework and unleashing entrepreneurialism. Suruma also highlights the strategic areas that still require fundamental reform if Uganda is to become a modern state and shares his vision for the future of his country. Rarely in African history has so much positive political and economic transformation of a country been achieved in such a short time. Suruma's account of the commitment, determination, vision, and dexterity of the Ugandan government holds invaluable lessons in managing the still complex policy challenges facing the African continent.

Book Tax Reform in Uganda

Download or read book Tax Reform in Uganda written by Dorothy Kwagala-Igaga and published by Cambridge Scholars Publishing. This book was released on 2016-12-14 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1997, Uganda undertook extensive reforms in tax legislation. This had been preceded by the structural reforms in tax administration that saw the creation of the Uganda Revenue Authority in 1991. The aim of the far reaching reforms was to improve the tax system and increase its revenue productivity. This book demonstrates that the reforms were not as successful as anticipated and revenues have not improved in a sustained way. The revenue from direct taxes only contributes about 20% to the total revenue, well below the Sub-Saharan average of 40%. This has focused attention on the appropriateness of the reforms. The focus of the reforms on achieving efficiency did not sufficiently take into account the fundamental importance of equity within the system. As a result, the Income Tax Act 1997 embodies distortions and inequalities in the treatment of taxable income and taxpayers that have led to inefficiency in the system as a whole. The tax reforms also took a narrow technical view of the tax system. The book employs political economy and optimal theory to explain the weaknesses in the tax system. It is argued that the reforms, although well designed, were not likely to be successful given the timing and context of implementation. The multidisciplinary and functionalist approach of the book is helpful in highlighting the constraints in which tax design and tax reform is undertaken in Uganda. It is argued that the reforms we “blunted” by the manner of their formulation and context of implementation. Taxation is a socio-political issue and yet the IMF and World Bank which supported the reforms did not take into account the limited political will. The lack of consensus in policy formulation has weakened the socio-contract and allowed the government to blame external factors for the poor performance. The weaknesses in governance and corruption have had an impact on the tax system by encouraging tax avoidance and evasion among political elites as well as on activities in the informal sector.

Book Aiding Recovery

Download or read book Aiding Recovery written by Joanna Macrae and published by Zed Books. This book was released on 2001 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Worldwide more and more governments have begun to buckle under a variety of strains, including the ongoing pressures of economic crisis, followed by structural adjustment programmes, and the impact of declining legitimacy, often resulting in the outbreak of civil war. In this study of aid policy, Joanna Macrae argues that the disintegration of state authority and civil order has created acute problems in aid management. Largely ignored by major aid organizations, insecurity and failures of governance are now the major obstacles to aid reaching those in most need. International aid has traditionally assumed the existence of stable, sovereign states capable of making policy. In a number of developing countries, including post-conflict regimes like Cambodia, Uganda or Kosovo, this is no longer the case. The big donor agencies have usually responded by suspending development aid and substituting some kind of emergency or relief assistance. Now, as the author shows, there are calls to make relief more development-oriented and for it to address the underlying conflicts which causes these crises. But she concludes from her investigations on the ground in a number of countries that relief and development aid are very distinct processes. In the absence of public policy-making authorities, aid becomes highly fragmented, often inadequate in scale, and certainly not capable of building local sustainability for particular programmes. The international aid system, she concludes, faces real dilemmas and remains ill-equipped to respond to the peculiar challenges of quasi-statehood that characterize chronic political emergencies and their aftermath.

Book People Aid and Institutions in Socio economic Recovery

Download or read book People Aid and Institutions in Socio economic Recovery written by Dorothea Hilhorst and published by Routledge. This book was released on 2017-02-17 with total page 243 pages. Available in PDF, EPUB and Kindle. Book excerpt: An estimated 2 billion people live in countries affected by fragility, conflict and violence. Extreme poverty is increasingly concentrated in these areas, and governments and international agencies seek avenues to enable socio-economic recovery and to support people as they try to rebuild their lives and livelihoods. People, Aid and Institutions in Socio-economic Recovery: Facing Fragilities provides an in-depth understanding of people’s strategies in the face of conflict and disaster-related fragility and examines how policies and aid interventions enable their socio-economic recovery – or fail to do so. Through field-based research, the book captures the complex and unfolding realities on the ground, exploring the interfaces between economic, social and institutional change. This provides a rich and unique vantage point from which to reflect on the impact of recovery policies. The book provides a set of cross-cutting findings that aim to inform policy and practice. The detailed case studies of the book lay bare key dynamics of recovery. Set against the findings from two chapters that review the literature, the cases provide evidence-based lessons for socio-economic recovery. The chapters combine qualitative and quantitative methodologies and form a valuable resource to researchers and postgraduate students of disaster management, conflict, humanitarian aid and social reconstruction, and development management.
