Book excerpt: As well as promoting debates about liberal democracy, the dramatic events of 1989 also bought forth a powerful revival in the interest of the notion of civil society. This revival was reflected mainly in two broad tracts of literature. The first was primarily focused on the events surrounding the Solidarity movement in Poland and the tumultuous events of 1980-81. The second was concerned with the ‘Velvet Revolutions’ more broadly. Following the events of 1989, there appeared a number of works sharing the common central argument that civil society played a key role in the overthrow of these Communist regimes in 1989. Challenging the centrally accepted wisdom that dissent in totalitarian regimes was representative of civil society, Civil Society and Communism posits the argument that the totalitarian public sphere, a new theoretical typology, presents a more robust and rigorous way by which to understand dissent and opposition in totalitarian Czechoslovakia, Poland and the GDR.

In the 20th century, development of the former planned economies (Bulgaria, Czech Republic, Hungary, Poland, Romania and Slovakia), was defined by these countries differences, rather than their common ideological roots. These disparities altered over time and were marked by changing social structures. However, the ranking of regions has remained the same as core areas have strengthened their positions while the structural obstacles to the modernisation of peripheral areas have remained due to a lack of coherent regional policy. This book examines the specific regional development paths of Central and Eastern European countries and evaluates the effects of the determining factors of this process. Through analysis of the system of objectives, instruments and institutions used in different eras, and case studies of Hungary, East Germany and Germany, development models are established and compared with Western European patterns. The book summarises the experiences of Central and Eastern European regional cooperation and examines the basic nature of the cohesion problems of the Carpathian Basin trans-national macro region. It confirms by comparative historical analyses that the transformation was indeed unique. Reforms there are part of the larger process of crafting democracy; that is, regional reforms are linked to the economic and political transition away from communism and toward “Europe,” specifically the European Union. Crafting Democracy offers an important comparative analysis of the process and outcomes of region-building in the four Visegrád countries. Jennifer A. Yoder investigates why some but not other post-communist countries chose to introduce a regional level of elected government. In the 1990s, for example, Poland boldly took the lead in regionalization, while the Czech Republic and Slovakia lagged behind. Hungary, meanwhile, declined to create regions. The author argues that these regional reform processes have potentially far-reaching implications for state-society relations, political participation, and policymaking at the domestic level. The emergence of new actors at the subnational level, moreover, creates opportunities for cross-border and European Union–level initiatives.

Book excerpt: This book examines the transformation of the state in Central and Eastern Europe since the end of communism and adoption of market oriented reform in the early 1990s, exploring the impact of globalization and economic liberalization on the region’s states, societies and political economy. It compares the different policies and national strategies adopted by key Central and Eastern European states, including the Czech Republic, Poland, Hungary and Slovakia, showing how initial internally oriented strategies of market reform, privileging domestic sources of investment, had by the late 1990s given way to externally oriented strategies emphasising the promotion of competitiveness by attracting foreign investment. It explores the reasons behind this convergence, considering the influence of internal and external forces, and the roles of interests, institutions and ideas. It argues that internationalization of the state is forged in the processes through which domestic groups linked to transnational capital attain domestic influence necessary to shape state policy and strategy. These groups — the comprador service sector in particular — constitute and organize political, social and institutional support of the competition state in the region. Overall, this book not only provides a detailed account of the political economy of post-communist transformation in Central and Eastern Europe, but also the processes by which states adapt to the forces of globalization.

The overarching objective of the book is to challenge the dominance of the nation-state paradigm in the analyses of Ukraine by illustrating the interrelationship between national and regional dynamics of change. The authors—historians, sociologists, anthropologists, economists, literary critics and linguists from Ukraine, Poland, Switzerland, Germany and the USA—explicitly go beyond the perspective of an entity defined by traditional political borders and cultural, economic, historical or religious stereotypes. The research project that led to the composition of the book combined quantitative (statistical surveys conducted across Ukraine) and qualitative (in-depth interviews and focus-group discussion) methods. The authors came to the conclusion that regionalism as a defining phenomenon of Ukraine is more prominent than the regions themselves.
