In this last phase, indeed, the most deplorable results are seen. The populations which had been reduced by losses in battle and by disease were disheart ened disorganized, impoverished. Successful business enterprises, public and private, which alone can restore confidence and happiness in such a conjuncture, were impossible and unat tempted. Manufacturing industries at first lan guished, then ceased to exist. To crown all these miseries, the untimely and excessive rains in the summer of 1816 had so damaged the crops that a general famine was apprehended. The expense and difficulty of transportationenhanced the cost of all necessaries of life. The price of grain rose to an unprecedented height. And the poorer classes suffered for the want of bread. Ln Switzerland the distress was greater than in any other part of Central Europe, and the people, wearied of struggles which resulted in their own impoverishment, listened eagerly to the story of a peaceful and more prosperous country beyond the sea. Be seen, retired to Pembina for the winter of 1812. The party. Which crossed to Hudson's Bay in 1813 suffered severely through an epidemic of ship fever, and reached Hudson's Bay too late to proceed inland until the followmg summer. The list is given in No. 10. The winter was passed at Fort Churchill, so that when the first party of the 'churchill Settlers, ' as they were called, reached Red River, open hostilities had already broken out with the North West Company. Only fourteen new settlers came out by the Hudson's Bay ships in 1814. One of the Hudson's Bay servantsfjoined the number, and the party reached the Settle ment late in the autumn of that year. Although the number is specified in the Selkirk Papers and Macdonell adds some gen eral remarks upon the character of the. Men, there seems to be no official list of this last contingent of settlers to reach Red River before the dispersion of the settlement by the North West Com pany in the spring of 1815. It will be seen, therefore, that the lists numbered 5 and 7 give the names of the pioneers who reached Red River in 1812. The extract numbered 10, supplies the names of other settlers, as far as we know tnem at pre sent, who reached the Forks before 'the expulsion.' In this way, the people had to a great extent a voice in the management of their own affairs; but, be cause the Hudson's Bay Company also enjoyed the right of sending members to the Council of Assiniboia, it was reported abroad that the whole government of the country lwils in the interest of that august body, and that the settlers had little, if any, chance to control their own affairs. Another erroneous idea was that the councillors were overawed by the weight and influence of the Com pany; whereas the power was an equally balanced one, for the reason that the objection of one member of the Board was sufficient to overthrow any motion before it. Had the Hudson's Bay Company men, therefore, endea voured to carry a measure distasteful or detrimental to the interests of the settlers, any single one of the1r representatives had the power to defeat it; and, although a majority of votes would havelbeen the more correct way of carrying on the business of the Council, yet our readers can easily see that the plan adopted gave no balance of power to either side - the scales were evenly poised. We may here mention that the individuals chosen from amongst the settlers to act as councillors conjointly with those from the Hudson's Bay Company were, as a rule, men of integrity and high standing in the country, and, therefore, altogether above bribery and falsity to their people's interests.
