Book excerpt: The burden of Quebec's debt has changed significantly since 1960. While the province incurred very little debt in the years before the Quiet Revolution, its borrowing increased steadily from 1961 until the mid-1990s. By the time the trend was reversed, the Quebec government had recorded a deficit for 40 consecutive years. Having achieved one of the heaviest debt burdens, measured as a share of gross domestic product, among the Canadian provinces, and having seen two rapid downgrades of its credit rating by Moody's in the mid-1990s, fearing a further downgrade the Quebec government took steps to clean up its public finances. After outlining the evolution of Quebec's debt since the early 1960s, this article briefly describes two statutes enacted by the government to provide greater transparency with respect to the province's finances, enabling better management of its budget and debt. These statutes are the Balanced Budget Act, passed in 1996, and the Act To Reduce the Debt and Establish the Generations Fund, passed in 2006. The article discusses the impact of the Great Recession on the province's budgetary balance and indebtedness, and shows how Quebec's financial situation has changed in terms of its fiscal balance, debt, debt interest, and credit rating. It is now possible to affirm that the two statutes adopted by the government have clearly helped to improve Quebec's fiscal position.

Book Quebec s Government Indebtedness

Download or read book Quebec s Government Indebtedness written by Fraser Institute (Vancouver, B.C.) and published by . This book was released on 2014 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: Quebec is Canada's most indebted province. It currently has the largest government debt of any Canadian province when measured relative to the size of its economy (GDP). This dubious distinction and its implications for the Quebececonomy, the government, and the population have attracted only limited attention in the province. The essays collected in this publication are designed to provide readers, particularly Quebec readers, with a better sense of where the province's indebtedness stands today, expectations for the future, and warnings about the likely costs of inaction.

Book Government Debt and Deficits in Canada

Download or read book Government Debt and Deficits in Canada written by Tiff Macklem and published by . This book was released on 2008 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the macroeconomic implications of rising government debt in Canada and the short-run costs and long-run benefits of stemming the rise. The discussion begins with an evaluation of the long-run consequences of increasing government indebtedness, first based on the simple arithmetic of the government's long-run budget constraint, and then based on simulations of the Bank of Canada's main model of the Canadian economy, which incorporates several channels through which government debt may affect real economic activity. The principal conclusion is that the main economic cost of higher government debt is a lower sustainable level of domestic consumption. Simulations with the full dynamic model highlight the trade- off of short-run loss for long-run gain presented by deficit reduction. There are important short-run costs of stemming a rise in debt. However, the results of this paper show that substantial net gains are obtained from doing so, since the present value of the permanent long-term gains in consumption far outweigh these short-term costs. The simulations also suggest that a fiscal contraction would require an easing of monetary conditions relative to what they would have otherwise been to maintain an inflation target.

Book excerpt: In recent years, the subject of the government's debt has become more prominent in discussions on public finances. People are concerned by the size of the debt and its growth. Various governments in Canada use a number of debt concepts to measure indebtedness. The main concepts are debt representing accumulated deficits, gross debt, net debt and the debt of the public sector as a whole. Each concept has its own rationale. This document explains the various concepts of debt in Québec as well as those used by the federal and provincial governments in Canada.

Book The Borrowing Process

Download or read book The Borrowing Process written by Michael J. Piva and published by . This book was released on 1992 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: Michael Piva's book traces the history of Canadian public debt from before 1840 to Confederation, with particular focus on the Canadian government's policies and management in relation to that debt. This work is the first study of public finance that goes well beyond an analysis of Canadian public accounts. Piva presents a clear and thoughtful interpretation of facts and events that has some application even for modern-day deficit financing and GST.
