Book excerpt: "Congress has required by law that every four years the Department of Defense conduct what would outside of government simply be called a --strategic review of its existing plans and programs. The Department calls this process the -- Quadrennial Defense Review or the --QDR for short. ... This latest QDR continues the trend of the last 15 years. It is a wartime QDR, prepared by a Department that is focused -- understandably and appropriately -- on responding to the threats America now faces and winning the wars in which America is now engaged. Undoubtedly the QDR is of value in helping Congress review and advance the current vital missions of the Department. But for the reasons already stated, it is not the kind of long term planning document which the statute envisions. Congress constituted our Independent Panel to review the QDR, assess the long term threats facing America, and produce recommendations regarding the capabilities which will be necessary to meet those threats. We have deliberated for over five months, in the process reviewing a mass of documents (both classified and unclassified), interviewing dozens of witnesses from the Department, and consulting a number of outside experts."--Introduction.

Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda's terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad realist" approach for undermining radicalization and recruitment to al Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad realist approach are described. Third, a jihad realist shari'a case against al Qaeda's terrorism is presented. In conclusion, key assertions are summarized, and several specific policy recommendations offered for national security personnel charged with formulating and executing counterterrorist messaging strategy.

This symposium was a sincere effort by individuals from the various services, the Army1s and the Navy1s premier professional military education institutions, AUSA, and the Atlantic Council to search for a common under- standing of the difficult issues facing all the services jointly and each of them individually. Uncertainty is inherent in defence planning, but different types of uncertainty mean that countries need to approach decisions about military force structure in different ways. This book examines four different basic frameworks for defence planning, and demonstrates how states can make decisions coherently about the structure and posture of their defence forces despite strategic uncertainty. It draws on case studies from the United States, Australian and New Zealand, each of which developed key concepts for their particular circumstances and risk perception in Asia. Success as well as failure in developing coherent defence planning frameworks holds lessons for the United States and other countries as they consider how best to structure their military forces for the uncertain challenges of the future.
