Altogether, ten major areas are addressed and analysed, focusing on a comparison with goods purchasing and typical procedures that are applied within professional purchasing organisations. It becomes clear, that different key aspects are relevant for business services and that a distinction to goods purchasing is necessary. This relates for example to an individual servicestrategy, the application of adequate evaluation procedures and the consideration of a social component for a purchasing success. Moreover, specific regulations for goods and services will further increase. In addition, the required knowledge of a purchaser, especially in the field of value-adding business services, will increase. Firms need to invest more in their purchasers in order to always assure high expertise. In contrary, the level of automation will increase for non-value-adding processes, leading to a touchless acquisition of goods and services. Within these conflicting priorities, firms need to develop comprehensive and competitive strategies to overcome the challenges related to the purchasing of business services. Therefore, the Performance Excellence Study provides a starting point for a further enhancement and a continuous improvement in business service purchasing.

Book excerpt: The view to complex interconnections between different companies in the supply chain shows that almost every industrial company relies on the external procurement of goods and business services. The external acquisition of business services has received much attention in recent years. Depending on the industry and the field of business activity, externally procured business services account for up to 80% of a company's entire purchasing volume. Contrary to this development, however, buying companies face various difficulties during the procurement and evaluation of business services. In addition to the pronounced heterogeneity of business services, their intangible characteristics also prevent a uniform assessment based on clearly quantifiable criteria, known from the purchasing of goods. The current thesis focuses on the topic of service procurement and examines different determining factors that influence the purchasing and evaluation of business services. More precisely, these factors include the heterogeneity of business services, the integration of the purchaser into different purchasing phases, and the internal collaboration with both internal customer and the external service providers. The theoretical basis lies upon agency theory, service-dominated logic, contingency theory, and industrial marketing and purchasing theory. Methodologically, this research builds upon two explorative case studies and a confirmatory analysis that uses structural equation modelling with 208 participants from GAS countries. The research results reveal that the service type has a significant impact on the procurement and evaluation of business services. Depending on the strategic relevance of the acquired business service, a different exchange takes place between all involved entities. In 2002, questions were raised about GPOs engaging in potentially anticompetitive business practices such as collecting excessively high contract administrative fees. In 2003, GAO reported that selected GPOs had adopted or revised codes of conduct to respond to the questions about their business practices, but that it was too soon to evaluate the impact of the codes of conduct.GAO was asked to provide information on GPOs. In this report, GAO describes (1) the types of services that GPOs provide and how the GPOs fund these services, (2) initiatives that GPOs have implemented since 2002 to address the questions that had been raised about their business practices, and (3) the reported impact of the GPOs' codes of conduct and other initiatives. To do its work, GAO reviewed GPO documents and collected written responses to structured questions from the six largest GPOs based on their reported 2007 purchasing volume.
